RESOLVED, that the President of the City Council shall send a lettex to the
Minnesota Commissioner of Txansportation, stati.ng the Council's concern and
requesting that the following issues be addressed:
1. A precise definition of the placement and intended use of auxiliary lanes
proposed for the span of roadway between West Seventh Street and the Short
Line is requested. The Council seeks assurance that the parkway will be

2. The proposal to open the parkway in stages should be reevaluated.
Potential negative effects of establishing temporary texmination points
should be weighed seriously. Additional burdens of disruption for neigh-
borhoods be�ar'ng the uphea�al of��o stru tipn do not seem justified. At
minim��rg should a��� u�Il�e�parkway is completed to the
Grand/Ramsey exit.
3. Maintenance of the forty-five mile per hour speed limit is crucial to the
operation of this roadway as the parkway it is �ntended to be. Every
available design technique consistent with safety standards should be
employed to encourage adherence to moderate speed on the parkway.
4. Based on testimony in public hearings and on some available data, the
College Hill Condominiums are alleged to be uniquely and adversely affected
by the parkway and the realignment of Kellogg Blvd. If further study
supports this claim, equa�table compensation should be extended to those
affected.
