THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Sec�ion 1. That Section 414.01 of the Saint Pau� Legislative Code be and the same is hereby amended to read as follows: 414.01. License required. No perso shall engage in providing services as a �a��ea� e�-�a�se�.ee massa�e therapist in Saint Pau1 wi hout a license. Section 2. , That Section 414.03, subdivision 1 o�f the St. Paul Legislative Code be and the same is hereb amended to read as follows: 414.03. Licensing requirements. , Subdivision 1. Application. A �aes' ��-e�-ma�eet�ee massage therapist shall apply to the city council of the city of Sa,int Paul for a lice se to provide services by paying the license fee s ecified in section 414.02 at the inspector' s of�ice and by completing an application form prepared by the inspector. That Section 414.03, subdivision 2 of the Saint Paul Legislative Code be and the same is hereby amended by deleting the same in its entirety and substituting, in lieu and in place thereof , the following: Subd. 2. Educational _requirements. , - (1 ) Each applicant for a massage therapist license shall furnish with the applica tion Proof of the following: (a) A diploma or certificate of graduation from an American Massa�e Therapist Assn. approved school; or � (b� A diploma or certificate of graduation . . , • �-o ��- Page 3. from a school which is either accredited ' by a recognized educational accrediting � association or agency, or is licensed by the state or local government agency having jurisdiction over the school. (2) Each applicant shall alsa furnish proof at the time of application of course work in the following areas: (a) The theory and practice of massa�e, in- cludin but not limited to Swedish Esalen, Shiatsu, and or Foot Reflexology techniques; and �b) Anatomy, including, but not limited to skeletal and muscular structure and organ p acemen ; and (c) Hygiene. (3) Additionally, each applicant at the time of application shall demonstrate that the applicant 'rias nad no less t��an si� m��nt�1s ' e�r,erlence in t21e ractice of �therapeutic massa�e with a minimum of 27 veri�ied full pract1ce massage therapv treatments which applicant, has nerformed . in a non-commercial settin� and in the status of a trainee. For purposes of thls subdivis�on, trainee shall mean those persons witYl less than one yearTs experience in the practice of thera- � peutic massage and engaged in the active pursuit of knowledge of massa�e and related areas. Applicants who have been actively en�aged in the practice of therapeutic massage for at least six months outside the clty may, in the alternative, furnish proof of such practice. , - Section 4. That Section 414.03, subdivision 3 of the Saint Paul Legislative Code be and the same is hereby amended to read as follows: Subd. 3. Examination. Each applicant for a _ ��ese�t�-s�-�asse�se massa�e therapist license -, . � � �-- �' / 3 � _ ' � Page 4. shall be required to submit to and pass an examination as to the qualifications and compe- tenc2 of said applicant for the practice of massage. Said examination shall be given by the director of the division of public health and by such persons as he may designate, in such form as he may prescribe, whether written, oral or practical , so as to determine whether the applicant has sufficient �owledge, skill , train- ing and experience to safely and competently administer massages to the general public. Such examination shall test the applicant' s (1) knowledge of massage and public health statutes, ordinances, rules and regulations; and (2) knowledge of anatomy ��-��s�e�eg�; and (3) knowledge of the theory of massage; and (4) knowledge and ability in practical massage. The director of the division of public health shall noti�'�- the license inspector of the examinatioiz results, ana w'r�etner or not the applicaz�� has demonstrated sufficient knowled�e, skil_1 , train- ing and e�perience to safely and competently , administer massages to the general public . Section 5 . � That Section �t14.04 of the Saint Paul Legislative Code, pertaining to grounds for denial or rescission of license, is repealed. Section 6. That Section 414.05 of the Saint Paul Legislative Code be and the same is hereby amended to read as follows: � 414. 05 • Term of license; renewal . The license issued by the city of Saint Paul for providing services as a �asee��-e�-�asse�se massa�e therapist unless revoked is for the calendar year or part thereof for which it has been issued. A renewal application shall be made in the same manner as provided for the original application �a��i-��ie e�e��s�e�-e�-�}�ge��s-a��-��e�eg�a��s.
