280113 WHITE - CITY CLERK 1 �',(����� P 1 N li. - F'1 N-p N C E C011�1C11 ��,,/� CANARV - OEPARTMENT GITY OF SAINT PAUL BLUE - MAVOR File NO. � � � g C ncil Res lutio Presented By � � Referred To Committee: Date Out of Committee By Date WHEREAS, University Avenue represents a unique opportunity for creating a strong residential , commercial , and transit link between the cities of Saint Paul and Minneapolis, and WHEREAS, the plans of the City of Saint Paul have consistently recognized this unique potential for the past 100 years or more, and WHEREAS; the potential today for University Avenue to become this development- transportation link has been emphasized most recently by the work of the University Avenue Task Force, culminating in the adoption of the University Avenue Plan by the Saint Paul City Council and, in addition, by the Metropolitan Council as the result of the Light Rail Transit Feasibility Study in 1981, and WHEREAS, the 1982 Minnesota State Legislature is currently considering action to create a University Avenue Development Commission to promote the commerce, housing and rapid transit so long envisioned for University Avenue, now, therefore, be it, RESOLVED, that the Saint Paul City Council does hereby strongly support the revitalization of University Avenue as a development and transportation corridor linking the cities of Saint Paul and Minneapolis, and be it RESOLVED, that the City of Saint Paul stands ready to enter into a joint powers agreement with the City of Minneapolis to determine the feasibility of, and required financial , legal , and institutional actions necessary to implement these long- standing objectives, and be it FURTHER RESOLVED, that the City of Saint Paul requests that the 1982 Minnesota State Legislature enact appropriate legislation providing financial assistance for such feasibility analysis and directing the cities of Saint Paul and P�inneapolis to report its findings and recommendations to the Minnesota State Legislature for its review and consideration. One or two non-voting members be appointed to the Commission from the Advisory Committee, and tha.t two of the Council members serving on the Commission be from the involved ihiivexsity Avenue area; C. That the terms of the advisory members be clarified and replacement procedures be changed as follows: 1. That the Advisory Committee replace the person itself, or 2. A request by the Commission and approved by the Advisory Committee, or 3. A request by the City Council and approved by the Advisory Committee; D. That "do nothing" be an option of the Commission; E. That representation on the Advisory Committee be reviewed.
