WHERI:AS , the Division of Housing and Building Code Enforcement has
requested the Gity Council to hold a public hearing to consider the ad�-
visability and necessity of the correction or wrecking and removai of
the following described building, said structure having been reported to
constitute a public hazard;

16, Stinson' s Addition
WHEREAS , it appears that as of October 6, 1983 the last record
owners of said building are as follows : Larry Gene Craig and Marie J.
Craig, 704-7th Ave. , Newport, Minnesota - fee owners ; Ra.y Sanford,
1739 N. Fairview, St, Paul, M1V 55113 or c/o Anoka State Hospital , Anoka,
MN 55303 has an unrecorded interest ; The Board of Water Commissioners
has a lien in the amount of $28. 93 as of July 8 , 1980 and a lien in the
amount of $35. 08 as of August 12 , 1980. There are no judgements or
mortgages of record.
WHEREAS, the Division of Housing and Buildin� Code Enforcement , on
behalf of the City Council did notify by mail the above noted parties of
interest at their last known addresses ;
WHEREAS, a public hearing was held by and before the Council of the
City of Saint Paul in the Council Chambers of the Court House in said city
at 10 ;00 a.m, on Thursday, November 3 , 1983 to consider the advisability
of ordering the correction or wrecking and removal of said structure on
the above described property inasmuch as said structure is reported to
constitute a hazard to public health+ safety and welfare;
WHEREAS , upon the facts presented at the said hearing consisting of
photographs , inspection reports and the recommendation of the Building
Department, it is further cietermine� tha� the above '�uiluing constitutes a

for the following reasons ;
a, The sutaject property has not been boarded by owner or City;
b. This building because of age, deterioration and lack of
maintenance and the following deficiencies should be considered for
demolition: (1) entire garage is lean�ng to the i�iest; (.2) header
ovex main door is sagged and cracked; (_3) main suppozt post is
rotted and lean�ng; (4) roof is sagged and has rotted and missing
boards ; (5) overhead doors are missing and one door is hanging
loose; (.6) building is full of wood debris and constitutes a rodent
harborage and a fire hazard.
c, The conditions outlined above constitute a put�li.c hazaxd;
d. The owner has made no attempt to �atisfactorily repair the
damage;
e. The continued vacant condition contributes bl�ght�ng influence
on the neighborhood;

RESOLVEDr That in accordance with Minnesota Statutes Section 463. 15
through 463 . 25 , and �ased upon the foregoing findings of the �ity
Council , the Council of the City of Saint Paul does hereby make the
following Order :
OR�ER

1. The owners of the above described building shall make the
same safe and not detrimental to the public peace, health safety and
�aelfare by having the said building razed and the materia�s therefrom
removed from the premises within thirty (30) days from the date of
the service of this Order ;
2, Unless such corrective action is taken to comply with this
Order or an answer served upon the City of 5aint Paul and filed in the
office of the Clerk of the District Court of Ramsey County, Minnesota
within twenty (20) days from the date of the service of this Order, a
Motion for summary enforcement of this Order to raze and remove the
said building will be made to the Ramsey County District Court ;

3. In the event that the build�ng is to be razed by the City of
Saint Paul pursuant to judgment of the District Court all personal.
property or fixtures of any kind which may unreasonab�y interfere with
the razing and removal of this building shall be removed within ten (_10)
days from the entry of judgulent; and if not so removed, the City of
Saint Paul shall remove and dispose of such personal property and
fixtures as provided by law;
4. If the City of Saint Paul is compelled to take any corrective
action herein, all necessary costs expended by the City will be assessed
against the above described real e�tate and collected as o.ther taxes ;
and be it
FURTHER RESOLVED, that a certified copy of this resolution and
incorporated Order herein be served upon the last record owners of the
above described property in the manner provided by law.

The legal description of the property is: Ex. N. 6/10' to 0-9/10 h1o1. of
E. 89-35/100' of W. 90-75/100' of I.ot 22, I31ock 26, Stinson's �ddn.
The building is a garage.
The subject property has not been boarded by owner or City.
This building because of age, deterioration �, lack of maintenance and the

influence on the neighbarhood, it is the recorrur►endation of this Division that
this atter be referred to the City Attorney's office for xazing and removal
thr h District Court proceedings.
