00-189Council File # ��q Green Sheet #� a c, � 6 0 NT Presented Re£erred To / 1 � Date 1 VJHEREAS, the Division of Pazks and Recreation has operated Watergate Marina, located at 2500 Crosby �arm 2 Road, since the late 1970s; and 3 WHEREAS, the Marina generated a net gain in revenue from 1987 through 1992; and 4 WHEREAS, cumula6ve financial losses for the Marina since 1993 have exceeded $200,000.00, but no adequate 5 explanafion has been proffered as to the source of those losses; and 6 WHEREAS, the Mayor has unilaterally closed the Marina, citing inordinate xevenue losses; and 7 WIIEREAS, the unilateral closing ofthe Marina subjects the City of Saint Paul to unacceptable legalliability from 8 slip holders who haxe long-term leases with the Marina; and 9 WI�REAS, the Division of Parks and Recreation has a responsibility to honor agreements it has made with patrons 10 of its services; 11 WHEREAS, there aze appro�mately 130 boaters, and their families, who rely on the Marina for their summer 12 recreation; and 13 WHEREAS, the City Council has received no information on the compazative costs of the Marina operation being 14 performed by City employees or by an outside agency; and no -. �� 1 WHEREAS, the City of Saint Paul has the capacity to use current City employees or hire temporary employees for 2 the Marina so as to not unnecessarily disrupt the 2000 summer boating season; 3 NOW, TI-IEREFORE, BE IT RESOLVED, that the D'uector of Pazks and Recreation, working in conjunction with 4 the City Council Fiscal Policy D'uector, commence an immediate eaploration of the costs associated with operating 5 the VJatergate Marina for the 2000 suulmer boating season, and to compaze such study with the same services from 6 an outside agency; TI�REFORE, BE IT FINALLY RESOLVED, that the Director of Pazks and Reereation report on his findings to the City Council on March 1, 2000.
