00-186Council File # Op _ \�'6 RESOLUTION UrguzgMeno Transit to Reconsider Bus Route Changes in Saint Paul WIiEREAS, the Saint Paul City Council is very concerned about the current state of the regional transit system, especially the lack of sufficient central city service andnon-peak service, and an overall disproportion of regional transit service concentrated in the western portion of the metropolitan azea; and WHEREAS, Metro Transit has taken a bold move in proposing the first comprehensive restructnring plan in over 30 years and does it in a way that does not rely on addifional funding for initial implementafion; and WHEREAS, without additional funding the restructuring plan still falls far short of providing first rate transit service in Saint Paul, and there will be inadequate service to downtown Saint Paul and some Saint Pau1 neighborhoods; and 9 WHEREAS, better transit service is essential for Saint Paul's lazge number oftransit-dependent cifizens and 10 one-caz households for access to jobs and services midday and evenings as well as during rush hours; and 11 W�IEREAS, the recently adopted Transportation Policy portion of the Saint Paul Comprehensive Plan calls 12 for more equitable service for the transit-dependent, core service area and eastern portion of the Twin Cities 13 region, with a focus on creating faster, limited stop spines; higher frequency, large-bus service in azeas with high 14 populafion and job density; service to downtown; and development ofroute and system information that is easier 15 to understand; and 16 WHEREAS, a comprehensive review of the exisfing route system is overdue, the restnxch.uing plan proposes 17 some very needed changes, and the Saint Paul City Council supports the bold nature of Metro Transit's effort 18 to restructure transit service in the region; now, therefore be it 19 RESOL VED, that the Saint Paul City Council strongly recommends that Metro Transit consider some of its�as 20 route changes that could adversely impact Saint Paul's transit-dependent citizens; and be it 21 RESOLVED, that the Saint Paul City Council urge Metro Transit to consider restoring Route 12 cuts along 22 Maryland, Arlington and Hoyt auenues that will negatively impact azea seniors and disabled who rely hea�ily 23 on this service, and consider re-routing the proposed Route 73 Lexington Parkway to avoid going through 24 Como Park, which is already heavily congested with pedestrians and vehicle traffic; now, therefore, be it 25 RESOLVED, that the City Council urge Metro Transit to consider extending Route 17 Dale Street service into 26 downtown Saint Paul via Grand Avenue as part of the no-growth scenario for Sector 2, even though the south 27 end of this route is outside of Sector 2, to provide direct downtown service to e�sting Sector 2 riders who aze 28 losing direct Route 12 service to downtown Saint Paul (it is being deleted in the no-growth scenario), giving 29 this route a maj or transit destination at its south end to greatly nnprove ridership and the performance of this Green Sheet # �hD �S� 30 31 32 33 34 35 36 route; now, therefore be it Oo _�� RESOLVED, that the City Couneil recommends that Metro Transit cazefully consider service frequencies proposed in the restructuring plan for Route 3 East 3` Street (Route 68 in the restruchiring plan); Route 11 Arkwright-Edgerton (Route 64 in the reshucturiug plan), Route 14 Payne-Maryland (Route 65 in the restructuring plan), all places it appeazstheproposedresiructuring planwould reduce the number oftransittrips (Route 3 and Route 14 aze currently the two best perfornung routes entirely within Saint Paul) and where it appears there would be overcrowding problems; now, therefore, be it 37 RESOLVED, that the City Council urge Metro Transit to consider maintaiving rather than elivunating the 38 current Route 9 service on East 7"` Street, as it is one of the most producfive routes in Saint Paul, and a deletion 39 ofthe route as it currently exists would place significant hazdship ontransit-dependent businesses and residents 40 along this route; now, therefore, be it 41 RESOLVED, that the City Council suggests that Metro Transit consider adding a smaller vehicle "circulator" 42 route through Midway Center as there currently is no bus service through the Midway Shopping Center and 43 Midway Marketplace; now, therefore, be it 44 45 46 47 48 49 50 51 52 53 54 FURTHER RESOLVED, that the City Council recommends that Metro Transit consider the proposed route numbering system, which simply eliminates duplicate route nuxnbering by leaving Minneapolis nuxnbers as they are and renumbering almost all Saint Paul routes using the generally higher numbers left over, perpetuating the idea of separate Miimeapolis and Saint Paul routes systems and numbers, which would actually harm customer comprehension and, at least in Saint Paul, should be changed to a more logical and memorable numbering system to treat Saint Paul more equitably and begin a route numbering system what will contribute greatly to customer comprehension; now, therefore, be it FINALLY RESOLVED, that the Saint Paul City Council will forwazd this resolution directly to Metro Transit and the Metropolitan Council for their thoughtfiil consideration.
