PRELIMINARY PLAT APPROVAL FOR
ENCLAVE TOWNHOUSES
WHEREAS, E. T. Hughes Construction has submitted the attached proposed
preliminary plat for City Council approval; and
WHEREAS, the appropriate City departments have reviewed the proposed
preliminary plat; and
WHEREAS, the proposed preliminary plat has been determined to meet the require-
ments of Section 67 of the Zoning Code;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves this
preliminary plat for Enclave Townhouses.

A. PURPOSE: Preliminary plat approval for Enclave Townhouses
B. SITE & AREA CONDITIONS: 150' (George & Stevens) x 250' (Gorman) = 37,500 sq. ft.
It is a fairly level site with a low retaining wall running across the approximate
middle.
C. REQUIRED FINDINGS:
1. All the applicable provisions of the Legislative Code are complied with;
The applicant has submitted a site plan that will be in approvable form by
August 9, 1984.
2. The proposed subdivision will not be detrimental to the present and
potential surrounding land uses;
The proposal will make use of a vacant school site and will compiement
surrounding uses.
3. The area surrounding the subdivision can be planned and developed in
coordination and compatibility with the proposed subdivision;
The surrounding area is currently developed and is compatible with the
proposed subdivision.
4. The subdivision is in conformance with the comprehensive plan;
The Land Use and Housing Plans recommend alternatives to single-family
detached dwell�ings and infill densities slightly higher than the surrounding ,:
area. The area around the site is zoned RT-1. The District 3 Housing ,
Development Plan recommends 9 townhouse units for the site, which is what
applicant is proposing.

5. The subdivision preserves and incorporates the site's important existing
natural features, whenever possible;
The site is f airly flat, with no significant features.
6. All land intended for building sites can be used safely without endangering
the residents by peril from floods, erosion, continuously high water table,
sever soil conditions or other menace;
The site plan review process will identify the appropriate stormwater
management measures to be taken. There are no major topographical constraints
to this development as proposed.
7. The subdivision can be economically served with public f aciiities and
services.
The site is currently served by public improvement�.
D. ADDITIONAL FINDINGS:
1. A copy of the homeowners association bylaws and restrictive. convenants have
been submitted and are on file.
2. The preliminary plat dated July 9, 1984, has been revised in accordance with
comnents received from city departments.
E. STAFF RECONaNENDATION:
Based on the findings in C and D, staff recommends approval of the preliminary
plat.
