Subject expressly to the following conditions and reservations: 1. That the vacation be subject to all the terms and conditions of Chapter 130, codified i�iarch l, 1981, of the St. Paul Legislative Code, as amended. 2 . That the petitioner must be responsible for all costs and ex- penses in the proper barricading and closing off of vacated Edmund Avenue between Asbury and Simpson and the alleys in said Block 2, the obliteration of the existing street and alley, the reconstruction of the street intersections, the construction of curbing, boulevarclsand sidewalks across the street openings, and the erection of the necessary signs indicating no through traffic and a private parking lot by October 15, 1984, all to be accomplished to the satisfaction of and under the supervision of the Department of Public Works. 3.
