WI�REAS, the City has supported Recycling Unlimited in its pioneering curbside and
drop-oft recycling eff�ts throu�out Saint Paul since 1975, and
WF�REAS, the City since 1981 has contributed over s200,000 in funding to Recycling
Unlimited for direct fee-tor-senrice payments, equipment, and publicity; use of City
property for recyciing processing facilities; and staff technical assistance for grant
applications and other st�port, �d
WHEREAS, Ramsey County, �mder its Mir�nesota Waste M�agement Act mandates for
solid waste management tMoughout the Co�ty, has selected Recycling Unlimited to
operate a countywide r�cyciing prcx,��err� enci a recyc:ting processing facility located at
775 Rice Street ih Saint Pau1, and
Wt�REAS, Recycling Unlimited finds that it has certain yearend expenses which it must
meet in orcier to maintain a stable financial position, and,
WHEREAS, the City wishes to assist Recycting lk�limited in meeting the financial
obiigati�s so it becomes �n effective co�tywide pro�am when Ramsey Co�ty takes
over the program completely in 1985, and
1NF�REAS, The Mayor, pursu�t to Section 10.07.4 of the City Ch�ter, does recanmend
tt�e following tr�sfers for the 1984 General Fund Budget:
