WHEREAS, the Grant Construction Company has submitted for City Council
approval the attached proposed Registered Land Survey of property at 900 E.
Como Boulevard, on the block bounded by E. Como Boulevard, Geranium Avenue,
Avon Street and the railroad tracks described on the attached survey; and
WHEREAS, the appropriate City departments have reviewed the proposed
Registered Land Survey; and
WHEREAS, the Registered Land Survey has been determined to meet the
requirements of Chapter 67 of the St. Paul Zoning Code;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves
the attached Registered Land Survey.

A. PURPOSE: To consider a redivision of land to allow construction of a 99-unit,
5-story apartment building. The site is torrens property which requires a
Reg�stered Land Survey when subdividing. .
B. SITE & AREA CONDITIONS: The eastern portion of the site i5' currently developed.
ract , on t e attac ed survey, is occupied by two 3-story apartment buildings
(29 units each) with garages. Tract B is occupied by a 2-story office building
with surface parking. The proposed development will be located on Tracts C and 0
combined with the remainder of the block. The surrounding land uses consist of:
Northwest: Single family residential and Lake Como
Northeast: Como Jr. High
Southwest: Single family residential
Southeast: Railroad tracks
C. MINIMUM LOT REQUIREMENTS: 10,000 square feet.
D. FINDINGS:
1 . The existing buildings and the proposed development are under one ownership
and are being considered as a single comprehensive project.
2. . The proposal is undergoing site plan review to assure the safety of the
development and that all City requirements are met.
3. The division is a requirement of the Ramsey County Recorder's Office and will
allow the applicant to receive HUD financing.
4. The proposal meets the requirements of Sections 67.405 and 67.705 of the St.
Paul Zoning Code. .
E. STAFF RECOMMENDATION: Based on the above findings, staff recommends the
Registered Land Survey be approved.
