PRESENT ZONING: I-2, RC-1 & RC-2 ZONING CODE REFERENCE: 61.405 & 61.705 5. STAFF INVESTIGATION & REPORT: DATE: 11/23/84 BY: Patricia N. James A. PURPOSE: This R.L.S. is required by Ramsey County to clear up titles and aci �tate parcel descriptions prior to platting. B. SITE & AREA COP�DITIONS: The site is an industrial area located along the river, wit Ho man Field to the north and the railroad tracks and bluff along Concord Street to the west. C. FINDINGS: 1 . All the applicable provisions of the Legislative Code are complied with. There are some concerns of the Public Works Sewer Division which cannot be addressed with the Registered Land Survey but will be resolved in the platting process. On November 2, 1984, the Planning Commission approved a modification of River Corridor regulations to permit this subdivision without elevating the road and utilities to 2' below Regulatory Flood Protection Elevation (Zoning File #9611 ). 2. The proposed subdivision will not be detrimental to the present and potential surrounding land uses. The proposed division will clarify titles and permit dedication of the road right-of-way. It will support the existing development. 3. The area surrounding the subdivision can be planned and developed in coordination and compatibility with the proposed subdivision. This Registered Land Survey is a preliminary step to a new plat. The plat review will address conrdination of development. ' 4. The subdivision is in conformance with the Comprehensive Plan. The R.L.S. will enable appropriate recording of titles and dedication of street right-of-way, which is consistent with the Comprehensive Plan. 5. The subdivision preserves and incorporates the site' s important existing natural features , whenever possible. ^ No major changes or new development are proposed as a result of this R.L.S. 6. All land intended for building sites can be used safely without endangering the residents by peril from floods, erosion, continuously high water table, severe soil condition or other menance. The site is and will continue to be susceptible to flooding. 7. The subdivision can be economically served with public facilities and services. Utilities are located in the existing roadway. . � ���,�i� , D. ADDITIONAL FINDINGS: The St. Paul Port Authority has submitted a preliminary plat of the Southport Industrial District which is undergoing City Review and will address the Public Works Sewer Division concerns and will be required to meet all conditions of the Subdivision Ordinance prior to submission for City Council approval .
