WHEREP� , Minnesota Statute 169. 81 allows a combination of vehicles
consisting of a truck and semitrailer drawing one additional semitrailer
to operate on the public highway only on divided highways having four or
more lanes of travel; and ,
WHEREAS , The United States Surf ace Transportation Assistance Act of
1982 provides that states may not deny reasonable access between these
highways and truck terminals ; and,
WHEREAS , The Commissioner of Transportation may designate certain
other routes for the purpose of providing acaess between such divided
highways of four or more lanes and truck terminals , subject to approval
of the autharity having jurisdiction over such route ; and,
WHEREAS , a request has been received to provide ccanbination vehicle
access to the 3M Distribution Center over existing truck routes ; now ,
therefore , be it
RESOL'VED, that subject to the designation of Stillwater Avenue
( County Road 32) and Stillwater Road (Trunk Highway 5) by the Commissioner
of Transportation, the Council of the City of Saint Paul does hereby
appxove the following routes for combination vehicles as combination
vehic7e routes within the City of Saint Paul:`
White Bear Ave. from I-94 to Stillwater Ave.
Stillwater Ave. from White Bear Ave. to Hazel Ave.
Hazel Ave. from Stillwater Ave. to Mechanic Ave.

Request for Twin-Trailer Route Designation
Dear Mr. fyygaard:
In 1982 3M received approval from the city of St. Paul
and the State of Minnesota to initiate twin-trailer truck
movements from our �istribution Center located at Case
Avenue and liaael Street to Interstate 94 via White �ear
Avenue. This approval was subsequently resclnded and
referred to committee by the City Council before the 3M
plan could be implemented.
Since then, as you are probably aware, a federal law was
inacted (in late 1982) mandating several provisions for
commercial truck opPrations. The law specifies weight,
. 1Pngth, and width dirnensions for twin-trailer cornbinations
and requires that suitable routes be designated from
trucking terminals to the federal aid interstate system.

In accordance with the new federal regulations and in
order to maintain future satisfactory operations at the 3M '
St. Paul Distribution Center, it is respectfully requested.
that the c;ty of St. Paul designate a suitable twin-
trailer route to and from this terminal to Interstate 94.
It would also be appreciated if your department would
c�nsult with the Minnesota Department of Transportation to
obtain the necessary governmental approvals. The attached
"Fact Sheet" explains our proposed operation in consider-
able detail and should help to clarlfy our request
