WHEREAS, Northern States Powex Company and Gener�.l Electric are proceeding with plans
to ship by rail over a period of several years 1,058 spent nuclear fuel assemblies --
the laxgest shipment of radioactive wastes undertaken to date in the United States --
from NSP's Monticello nuclear plant to GE's storage facility at Morris, Illinois, and
WHEREAS, the Minnesota Environmental Quality Board has declined the request of
me�nbers of this Council and private citizens that an Environmental Assessment Worksheet
be completed prior to said shipment, and
WHEREAS, the route for this shipment flotas through the metropolitan core, including
St. Paul, and
WHEREAS, no documentation has been provided, based on public investigation, that the
rail route through Minneapolis/St. Paul is the safest means and route available, and
WHEREAS, the wisdom of large-scale shipments of nuclear wastes at this time is drawn
into question by the fact that a national repository for spent nuclear fue�s will
be established by 1998, and
WHEREAS, the Minnesota Legislature has established regulations for the transport
of hazardous materials which currently exclude railroads, now therefore be it
RESOLVED, that the City Council directs the Mayor to request of Governor Perpich
that a public investigation be undertaken, independent of the industries requesting
shipment, to determine the necessity of this shipment, and if deemed necessary, to
determine the safest means and route for said shipment, and be it further
RESOLVED, that the Mayor request of the Governor that said investigation be completed
and results reported to the Mayor and City Council prior to commencement of said
shipments, and be it further

RESOLVED, that the Coordinatox of Emergency Preparedness shall provide a written
assessment to the Mayor and City Council, prior to commencement of shipments, of the
adequacy of our emergency response capability and the safety of transport of
radioactive material as defined, licensed and regulated or exempted, in Title 10 Code
Federal Regulation part 71 and 49, Code Federal Regulation parts 171-177, through,
into, or out of the City of St. Paul, and be it further
RESOLVED, that the Coordinatox shall consider in his assessment the following:
(1) Method and mode of transportation and regulations applying to same;
(2) Route designated locally and any unique local features involving potential
disturbances;
(3) Timing of transport;
(4) Capabilities of equipment to be utilized;
(5) Level of relevant training completed by emergency personnel;
(6) Preparedness o� health care facilities and personnel for responding to a nuclear
transport emergency; and be it further
RESOLVED, that the Coordinator shall detail the local response plan, and the plans of
other agencies, of the owner, of the transpoxter, and of the state to respond to
an emergency or a potential emergency, and be it further
RESOLVED, that the Coordinator shall render a judgment of our comprehensive prepared-
ness for adequate response to potential emergencies related to said shipment, and be
it finally
RESOLVED, that the provisions o� this resolutipn shall expire upon adjournment of
the 1985 Session of the Minnesota Legislature.
