WHEREAS, the Interstate 35E Parktaay recently opened to St. Clair Avenue was the
subject of very extensive community concerns which reached accommodation only
after exhaustive negotiation and specific definition of conditions, and
WHEREAS, a condition of the appxoved EIS specified the exclusion of heavy trucks
from Parkway use, and
WHEREAS, citizens report the presence of heavy trucks, including beer and livestock
vehicles, on the Paxkway, now therefore be it
RESOLVED, that the City Council direct the Mayor to inform the Commissioner of
Transportation of this situation and to request immediate enforcement measures
by state and local agencies sufficient to eliminate said truck traffic, and be it
further
RESOLVED, that the Mayox request the Comtnissioner to review sign placement and
claxity to ensure that every access to the Parkway has adequate directional
signage.

Dear Commissioner Braun:
On �3ovember 13, ?984, the Saint Paul City Council adopted the attached
council resolution relative to Interstate 35E Parkway.
My sTaff has advised me that the State of Minnesota has alrea�y taken steps
to ����ress thE violations that are occuring on the Par[cway. It is
esp��ially im�ortant for the City and the State to pay particular and close .
at��r.�ior, to the problems and solutions we are e�periencin� with this small
se�t;�n of the 35E Parkway. Unless we proceed to take prampt corrective
rr�as�!res at this time, the �otential for continuing an even greater ���orce-
mert problem can be f�reseen as we exter�d and compl�te the 35E interstate. .
The City Council has also requested a review and clarification on sign
placerent along 35E and at accESS poir�ts along the Parkway. I would
appreciate your addressing that aspect of the current problem in yeur
reply, as well . If there is any additional assistance that my office can
provide, piease do not hesi�ate to contact me.

3. Motion was made that HRA agenda items will be reviewed by the
City Development Committee before the HRA meeting. Motion passed.

THE CITY OF SAINT PAUL
TERMS OF AGREEMENT
1 . To settle the above captioned matter, the City of St. Paul Department of
Planning and Economic Development hereby agrees to provide Gloria Cassady with
the following:
a. A fauorable letter of recorranendation attached hereto as Exhibit A;
b. Two (2) months' leave with pay and full benefits, corr�nencing on
November , 1984 and ending on January , 198�; and
c. SIXTEEN THOUSAND DOLLARS ($16,000.00) to be paid to Gloria Cassady
on or before January , 1985;
and
2. Gloria Cassady hereby agrees to:
a. Resign from her position of Project Manager II with the City of St.
Paul Department of Planning and Economic Development upon expiration
of the two months' leave with pay and full benefits as stipulated in
paragraph 1 , Section b, and upon receipt of $16,000.00 as stipulated
in paragraph 1 , Section c; and
b. Release, acquit, and discharge the CITY OF ST. PAUL DEPARTMENT OF
PLANNING AND ECONOMIC DEVELOPMENT, their representatives and agents
from all judgments, damages, actions, causes of action, claims, charges,
and demands of every kind in law and equity, and howsoever oric�inating
and existing to the date hereof including, without limiting the generality
of the foregoing, all claims and counterclaims, charges and complaints,
demands and defenses arising from her employment with the City of Saint
Paul and the termination of said employment.
3. It is specifically understood and agreed that the terms recited above are in
full and final settlement of all disputed or potential claims, and that the
payment to be made by the City of Saint Paul is not an admission of liability.
4. It is also specifically acknowledged that the undersigned have read and
understood the foregoing, and have received a copy thereof.

RE: Letter of Reference for Gloria Cassady
Gloria Cassady was an employee of the City of Saint Paul 's Department of
Planning and Economic Development for four years , January, 1980 through
November, 1984. She progressed from an initial position as an Architect I
to that of Project Manager II. For most of that time I was her supervisor
and worked with her on a variety of economic development projects.
Gloria's strong points are her commitment to her work, her initiative and
her desire to complete projects she was assigned. While working at PED,
she has had a broad exposure to urban design issues, contracts with private
developers, and to public and private real estate financial matters.
I believe she will perform well in her future employment, particularly if
she is able to find a position in a somewhat smaller public or private
agency or corporation which can give her the level of direction and
responsibility she desires.
