Cook Lot 19, Block 2, J. F. Two story wood Eisenmengers Addn. frame residence WHEREAS, as of October 18, 1984 it appears that the fee owners are Gene J. Lunzer and Mary C. Lunzer, 2873 Galtier St. , St. Paul, MN 55113. The contract purchaser is Gregory A. Holmdahl, 113 W. Cook, St. Paul, MN 55117. There are no liens on file levied against the Lunzers. There is a lien ac�ainst Gregory A. Holmdahl filed by Montgomery Ward & Co. , Inc. on �arch 23, 1982 in the amount of $148. 02, document #456185 . WHEREAS, the Divisionof Housing and Building Code Enforcement, on behalf of the City Council did notify by mail the above noted parties of interest at their last known address. v�HEREAS, a public hearing was held by and before the Council of the City of Saint Paul in the Council Chamber of the Court House of said city at 10: 00 a.m, on Thursday, November 8, 1984, to con- sider the advisability and necessity of ordering the correction or wrecking and removal of said structure on the above described property inasmuch as said structure is reported to constitute a hazard to public health, safety and welfare. The building has been boarded up by the owner since October, 1980 . 2 , Because of age, deterioration, lack of proper maintenance and the following list of deficiencies the building is a blighting influence on the neighborhood: Interior First F'loor-- Kitchen: l . Water damage to walls and ceiling. 2 . Plumbing disconnected and uncapped water and waste. 3. Window is missing and boarded over. 4 . Two windows deteriorated. 5 . Floor sagged, 6. Electrical service 30 AMP; undersized for normal use. 7. Electricity has been disconnected. 8. Ceiling light removed. 9 . Electrical switch pulled loose. Dining Room: 1. Walls and ceiling plaster badly damaged and sagged. 2. Floor badly sagged. 3 . Window deteriorated. 4 . Electrical switch and ceiling light broken. Living Room: l. Walls and ceiling plaster badly damaged and sagged. 2. Floor unlevel. 3 . Door and windows vandalized. 4. Room full of debris and old furniture. Stairway to second floor: l. Stair treads steep. 2. Stairway lacks a handrail. 3 . Plaster on walls and ceiling are badly water damaged and falling off . There are holes through to the outside. Second Floor-- Bathroom: l . No hand sink. 2 . Severe sag in floor. 3. Windows badly vandalized. 4 . Walls and ceiling water damaged and have sagged and loose plaster. 5 . Bathtub set on temporary wood supports . 6. Floor is water damagea and unlevel. 3 . Windows are vandalized and partly missing. Cellar-- 1. Cellar steps are very steep, and they lack a handrail. They also have broken treads . 2 , Water heater is rusted through and improperly installed. 3. There is no spill pipe on the temperature-pressure relief valve of water heater. 4 . Water piping bably rusted in cellar. 5 . Gas piping badly rusted in cellar. 6 . No floor in cellar. 7 , Foundation collapsed on the East and West sides by front of house . 8 . Furnace partly covered with collapsed foundation. 9 . Main beam is inadequately supported. 10 . Improperly supported electrical wiring in cellar. EXTERIOR: 1 . Roof is rotted and decayed, 2. Siding missing in many areas . 3. Front door missing from house. 4 . Front porch is rotted, deteriorated and out of level. 5. Gutter and downspouts are falling off. 3 . The conditions outlined above constitute a public hazard; now, therefore, be it, RESOLVED, That in accordance with Minnesota Statutes Sections 463 .15 through 463. 25 and based upon the foregoing findings of the City Council, the Council of the city of Saint Paul does hereby make the following Order: ORDER l. The owners of the above described building shall make the same safe and not detrimental to the public peace, health and safety and welfare by having the said building razed and the materials therefrom removed from the premises within thirty (30) days from the date of the service of this Order; 3. Unless such corrective action is taken to comply with this order or an Answer served upon the City of Saint Paul and filed in the office of the Clerk of the District Court of Ramsey County, Minnesota, within twenty (20) days from the date of the service of this Order a Motion for Summary Enforcement of this Order to raze and remove the said building will be made to the Ramsey County District Court. 3 . In the event that the building is to be razed by the City of Saint Paul pursuant to judgment of the District Court, all per- sonal property or fixtures of any kind which may unreasonably inter- fere with the razing and removal of this building shall be removed within ten (10) days from the entry of judgment; and if not so removed, the City of Saint Paul shall remove and dispose of such personal property and fixtures as provided by law; 4. If the City of Saint Paul is compelled to take any corrective action herein, all necessary costs expended by the City will be assessed against the above described real estate and collected as other taxes; and be it FURTHER RESOLVED, that a certified copy of this resolution and incorporated Order herein be served upon the last record owners of the above described property in the manner provided by law. 4 .
