Resolution for the creation of an
Ethical Practices Task Force
WHEREAS, there have arisen serious questions with respect to the
adequacy of city ordinances governing the use and reporting of campaign
contributions, the use of city property and staff and the application of
the Code of Ethics governing the behavior of city officers and employees;
and
WHEREAS, Section 4.07 of the Charter of the City of 5aint Paul
empowers the City Council to make investigations into the affairs of the
city and the conduct of any city department, agency or office; and
WHEREAS, the Council of the City of Saint Paut believes that only an
irtxnediately convened examination of city ordinances governing the conduct
of elected officials and city employees will put these questions to rest;
and
WHEREAS, the Council believes that such review is best conducted by
persons who have demonstrated expertise in the areas under consideration;
now, therefore, be it
RESOLVED, that the Council hereby establishes the Ethical Practices
Task Force for the City of Saint Paul ; said Task Force shall be five in
number and shall be appointed by the Mayor and approved by the Council ;
and Task Force shall serve until the review is completed; and, be it

FURTHER RESOLVED, that the Task Force's charge shall be to review the
provisions of Chapters 24 (Code of Ethics) and 25 (Gifts to City Officers
and Employees) of the Administrative Code and Chapters 28 (Campaign
Contributions) and 29 (Use of City Property) of the Legislative Code, and
to make recortxnendations to the Council for legislation which would contain
a clear and complete code of ethics for city officers and employees; and,
be it
FURTHER RESOLVED, that the Task Force shall comply with the following:
l . All meetings shall be open to the public;
2. Meeting notices shall be forwarded to the City Clerk at least two
weeks prior to the meeting date; and
3. That the city shall allocate sufficient staff to aid the Task
Force in carrying out its duties; and
4. Upon completion of its mission, the Chair of the Task Force shall
so notify the President of the Council and the City Cierk;
and, be it
FINALLY RESOLVED, that although not bound by a completion date, the
Task Force shall proceed with its review in a timely manner.

Chapter 329 of the Saint Paul Legislative Code. (Councii File No.

Committee recommends approval , with the amendment that this ordinance
is an addition to tt�e present Chapter 329 and will be incorporated
therein beginning as Section 329.05 and further amending it by

June 30, 1986.
Agenda An ordinance amending Chapter 170 of the 5aint Paul Legislative Code
Item 2 relating to regulations for parks and parkways; requiring the col-
