The resolution also calls for the Division to develop a plan for the future operation of the Marina that takes into account both public and private sector options. I request your favorable consideration of this resolution in order to allow us to best serve the users of the Marina as well as the general citizenry. I am also requesting that the discussion of this resolution be removed as much as possible from the debate over managed competition or the Compete Saint Paul program. The resolution before you is only a short-term solution that will allow us to operate the Marina during this year's boating season and to give us the time needed to develop a long-term solution for your consideration. The reason that we are recommending an eatension of the Yacht Club agreement includes all the following: 1. The St. Paul Yacht Club has trained staff on hand who can perform the work. We already have an eacisting agreement with them which could be eactended to cover the Watergate Marina for one yeaz. oc�-��� Saint Paul Councilmembers February 15, 2000 Page Two 2. At present we do not have city staff wiffi the knowledge and practical expertise to operate the Marina. a. The launching, transporting and blocking of boats are technical skills leamed through training and experience. Assigning inexperienced staff to perform these functions is inadvisable. b. Cunently, one person is assigned to the Marina for fifteen hours a week to facilitate various administrative functions. This assignment has been in addition to his normal duties. With the advent of the Spring and Summer Parks season we need this person to retum to his normai duries. c. Hiring of new city employees would seem to be problematic because we may not be operating the Marina in the future. This is an issue of fairness and ethics that applies to anyone we might hire. 3. We have received three proposals for the ongoing long-term management of Watergate Marina. For various reasons, we were not satisfied with any of them and cannot recommend their implementation. Again, the resolution before the Council is only a short term solution in order to get through the coming boating season. 4. The proposal for continued City management cails for City-funded capital improvements in excess of $500,000. While I agree that these improvements need to be made, I believe that it puts the City at too great of a financial risk. In the past five years, under the operation of City staff, the Marina has lost $284,283. It wouId seem overly optimistic and risky to believe we can both turn that negarive operating cycle around and also be able to pay off the additional debts related to proposed improvements at Watergate Marina. Due to the present and predicted fizture budgetary situation being faced by the City, it seems unreasonable for the City to continue to subsidize boating for a limited number of our residents. 5. Records from the 1999 boating season indicate that of the 121 slip holders at Watergate only 28 were City residents. For individuals with land and launch leases only 9 out of 28 were from the City. Considering this information, the City's assumption of such a high financial risk in order to provide services for only a few city residents, does not seem prudent. You asked for a side by side, uniform comparison of the two proposals along with a recent history of actual spending and revenues for marina operations. And you also asked that I identify any issues related to the proposals that the City Council should be aware of. I prepared five spreadsheets which provide audited operating history for 1995 to 1998, preliminary data for 1999 operations, the City Council adopted year 2000 budget, projected operating revenues and expenses for the years 2000 to 2004, and a display of five year totals for the proposals as submitted and as adjusted by me. I did take the liberty of making adjustments to the P&R Employees' proposal to create a more uniform analysis, as I will identiy below. If the SPYC Proposal was actually geared to a five-year lease period, some of their expense assumptions would be different and would most likely have resulted in a more expense operating plan than the one they actually submitted. The major expense items were SPYC operating cost estimates were lower than the P&R Employees' estimates are: 1) Lower Salary Expenses because of efficiencies associated with operating two marina and the use of more seasonal employment. 2) Lower Costs for constructing new docks with SPYC membership labor, versus the City having to purohase pre-built docks 3) I am not sure why the Interest Expense for SPYC borrowing is one-fourth the cost of the Ciry's expense on a General Fund Loan at 6% interest. 4) I believe the materials and supplies budget as submitted by the SPYC may be inadequate, based on historical usage of utilities. There is no significant difference in total estimated revenues, but the mix is somewhat different. The SPYC Proposal relies more on "speculative" Service Fees than does the P&R Employee Proposal. And the SPYC proposes a reduction in Dock Rental Fees, while the P&R Employee Proposal anticipates annuai growth in that rental revenue source. I view a dock Rental Fees as a more stable, dependable revenue source. The one major difference between the two proposals that is not at ali reflected in the operating revenue and expense estimates submitted is the eventual ownershio of the new floatinst docks proposed for construction during the next two years. The P&R Employee Proposai would have the City owning the new docks at the end of the five year operating period, while the SPYC Proposal would have the SPYC owning the new docks at the end of their proposed 15-year lease. In 15 years, the City would have to buy the proposed new docks from the SPYC, or would have to purchase another set of docks at a much higher inflationary price. The proposed docks are expected to have a minimum life expectancy of 30 years. This dock dilemma 15 years from now, would give the SPYC some extraordinary leverage for negotiating an exte�ded lease arrangement beginning in the year 2015. REVIEW ISSUES: 1 have reviewed the attached five spreadsheets with the Superintendent of Parks and Recreation, and the Parks & Recreation Division's accounting staff, and two accountants from the Financial Services Office. They agree that my suggested changes to the P&R Employees' Proposal are reasonable and provide for a better comparison of the capital expenditures proposed by the St. Paul Yacht Club. Neither the P&R Staff, nor myself have sat down with the St. Paui Yacht Club's accountant to get a detailed explanation of all the accounting assumptions that went into the St. Paul Yacht Club Proposal, or to review the attached analysis. After reviewing the attached analysis, Vic Wittgenstein indicated to me that he was not comfortable with either of the two proposals I analyzed, and that he would be seeking a one-year Watergate Marina Opereting Contract for the Year 2000. A one year contract would allow Vic more time to negotiate and prepare a longer-term contract that would allow the City to receive more money if the operations are as successful as proposed by the St. Paul Yacht Club. The resolution also calls for the Division to develop a plan for the future operation of the Marina that takes into account both public and private sector options. I request your favorable consideration of this resolution in order to allow us to best serve the users of the Marina as well as the general citizenry. I am also requesting that the discussion of this resolution be removed as much as possible from the debate over managed competition or the Compete Saint Paul program. The resolution before you is only a short-term solution that will allow us to operate the Marina during this year's boating season and to give us the time needed to develop a long-term solution for your consideration. The reason that we are recommending an eatension of the Yacht Club agreement includes all the following: 1. The St. Paul Yacht Club has trained staff on hand who can perform the work. We already have an eacisting agreement with them which could be eactended to cover the Watergate Marina for one yeaz. oc�-��� Saint Paul Councilmembers February 15, 2000 Page Two 2. At present we do not have city staff wiffi the knowledge and practical expertise to operate the Marina. a. The launching, transporting and blocking of boats are technical skills leamed through training and experience. Assigning inexperienced staff to perform these functions is inadvisable. b. Cunently, one person is assigned to the Marina for fifteen hours a week to facilitate various administrative functions. This assignment has been in addition to his normal duties. With the advent of the Spring and Summer Parks season we need this person to retum to his normai duries. c. Hiring of new city employees would seem to be problematic because we may not be operating the Marina in the future. This is an issue of fairness and ethics that applies to anyone we might hire. 3. We have received three proposals for the ongoing long-term management of Watergate Marina. For various reasons, we were not satisfied with any of them and cannot recommend their implementation. Again, the resolution before the Council is only a short term solution in order to get through the coming boating season. 4. The proposal for continued City management cails for City-funded capital improvements in excess of $500,000. While I agree that these improvements need to be made, I believe that it puts the City at too great of a financial risk. In the past five years, under the operation of City staff, the Marina has lost $284,283. It wouId seem overly optimistic and risky to believe we can both turn that negarive operating cycle around and also be able to pay off the additional debts related to proposed improvements at Watergate Marina. Due to the present and predicted fizture budgetary situation being faced by the City, it seems unreasonable for the City to continue to subsidize boating for a limited number of our residents. 5. Records from the 1999 boating season indicate that of the 121 slip holders at Watergate only 28 were City residents. For individuals with land and launch leases only 9 out of 28 were from the City. Considering this information, the City's assumption of such a high financial risk in order to provide services for only a few city residents, does not seem prudent. If the SPYC Proposal was actually geared to a five-year lease period, some of their expense assumptions would be different and would most likely have resulted in a more expense operating plan than the one they actually submitted. The major expense items were SPYC operating cost estimates were lower than the P&R Employees' estimates are: 1) Lower Salary Expenses because of efficiencies associated with operating two marina and the use of more seasonal employment. 2) Lower Costs for constructing new docks with SPYC membership labor, versus the City having to purohase pre-built docks 3) I am not sure why the Interest Expense for SPYC borrowing is one-fourth the cost of the Ciry's expense on a General Fund Loan at 6% interest. 4) I believe the materials and supplies budget as submitted by the SPYC may be inadequate, based on historical usage of utilities. There is no significant difference in total estimated revenues, but the mix is somewhat different. The SPYC Proposal relies more on "speculative" Service Fees than does the P&R Employee Proposal. And the SPYC proposes a reduction in Dock Rental Fees, while the P&R Employee Proposal anticipates annuai growth in that rental revenue source. I view a dock Rental Fees as a more stable, dependable revenue source. The one major difference between the two proposals that is not at ali reflected in the operating revenue and expense estimates submitted is the eventual ownershio of the new floatinst docks proposed for construction during the next two years. The P&R Employee Proposai would have the City owning the new docks at the end of the five year operating period, while the SPYC Proposal would have the SPYC owning the new docks at the end of their proposed 15-year lease. In 15 years, the City would have to buy the proposed new docks from the SPYC, or would have to purchase another set of docks at a much higher inflationary price. The proposed docks are expected to have a minimum life expectancy of 30 years. This dock dilemma 15 years from now, would give the SPYC some extraordinary leverage for negotiating an exte�ded lease arrangement beginning in the year 2015. REVIEW ISSUES: 1 have reviewed the attached five spreadsheets with the Superintendent of Parks and Recreation, and the Parks & Recreation Division's accounting staff, and two accountants from the Financial Services Office. They agree that my suggested changes to the P&R Employees' Proposal are reasonable and provide for a better comparison of the capital expenditures proposed by the St. Paul Yacht Club. Neither the P&R Staff, nor myself have sat down with the St. Paui Yacht Club's accountant to get a detailed explanation of all the accounting assumptions that went into the St. Paul Yacht Club Proposal, or to review the attached analysis. After reviewing the attached analysis, Vic Wittgenstein indicated to me that he was not comfortable with either of the two proposals I analyzed, and that he would be seeking a one-year Watergate Marina Opereting Contract for the Year 2000. A one year contract would allow Vic more time to negotiate and prepare a longer-term contract that would allow the City to receive more money if the operations are as successful as proposed by the St. Paul Yacht Club. The resolution also calls for the Division to develop a plan for the future operation of the Marina that takes into account both public and private sector options. I request your favorable consideration of this resolution in order to allow us to best serve the users of the Marina as well as the general citizenry. I am also requesting that the discussion of this resolution be removed as much as possible from the debate over managed competition or the Compete Saint Paul program. The resolution before you is only a short-term solution that will allow us to operate the Marina during this year's boating season and to give us the time needed to develop a long-term solution for your consideration. The reason that we are recommending an eatension of the Yacht Club agreement includes all the following: 1. The St. Paul Yacht Club has trained staff on hand who can perform the work. We already have an eacisting agreement with them which could be eactended to cover the Watergate Marina for one yeaz. oc�-��� Saint Paul Councilmembers February 15, 2000 Page Two 2. At present we do not have city staff wiffi the knowledge and practical expertise to operate the Marina. a. The launching, transporting and blocking of boats are technical skills leamed through training and experience. Assigning inexperienced staff to perform these functions is inadvisable. b. Cunently, one person is assigned to the Marina for fifteen hours a week to facilitate various administrative functions. This assignment has been in addition to his normal duties. With the advent of the Spring and Summer Parks season we need this person to retum to his normai duries. c. Hiring of new city employees would seem to be problematic because we may not be operating the Marina in the future. This is an issue of fairness and ethics that applies to anyone we might hire. 3. We have received three proposals for the ongoing long-term management of Watergate Marina. For various reasons, we were not satisfied with any of them and cannot recommend their implementation. Again, the resolution before the Council is only a short term solution in order to get through the coming boating season. 4. The proposal for continued City management cails for City-funded capital improvements in excess of $500,000. While I agree that these improvements need to be made, I believe that it puts the City at too great of a financial risk. In the past five years, under the operation of City staff, the Marina has lost $284,283. It wouId seem overly optimistic and risky to believe we can both turn that negarive operating cycle around and also be able to pay off the additional debts related to proposed improvements at Watergate Marina. Due to the present and predicted fizture budgetary situation being faced by the City, it seems unreasonable for the City to continue to subsidize boating for a limited number of our residents. 5. Records from the 1999 boating season indicate that of the 121 slip holders at Watergate only 28 were City residents. For individuals with land and launch leases only 9 out of 28 were from the City. Considering this information, the City's assumption of such a high financial risk in order to provide services for only a few city residents, does not seem prudent. You asked for a side by side, uniform comparison of the two proposals along with a recent history of actual spending and revenues for marina operations. And you also asked that I identify any issues related to the proposals that the City Council should be aware of. I prepared five spreadsheets which provide audited operating history for 1995 to 1998, preliminary data for 1999 operations, the City Council adopted year 2000 budget, projected operating revenues and expenses for the years 2000 to 2004, and a display of five year totals for the proposals as submitted and as adjusted by me. I did take the liberty of making adjustments to the P&R Employees' proposal to create a more uniform analysis, as I will identiy below. If the SPYC Proposal was actually geared to a five-year lease period, some of their expense assumptions would be different and would most likely have resulted in a more expense operating plan than the one they actually submitted. The major expense items were SPYC operating cost estimates were lower than the P&R Employees' estimates are: 1) Lower Salary Expenses because of efficiencies associated with operating two marina and the use of more seasonal employment. 2) Lower Costs for constructing new docks with SPYC membership labor, versus the City having to purohase pre-built docks 3) I am not sure why the Interest Expense for SPYC borrowing is one-fourth the cost of the Ciry's expense on a General Fund Loan at 6% interest. 4) I believe the materials and supplies budget as submitted by the SPYC may be inadequate, based on historical usage of utilities. There is no significant difference in total estimated revenues, but the mix is somewhat different. The SPYC Proposal relies more on "speculative" Service Fees than does the P&R Employee Proposal. And the SPYC proposes a reduction in Dock Rental Fees, while the P&R Employee Proposal anticipates annuai growth in that rental revenue source. I view a dock Rental Fees as a more stable, dependable revenue source. The one major difference between the two proposals that is not at ali reflected in the operating revenue and expense estimates submitted is the eventual ownershio of the new floatinst docks proposed for construction during the next two years. The P&R Employee Proposai would have the City owning the new docks at the end of the five year operating period, while the SPYC Proposal would have the SPYC owning the new docks at the end of their proposed 15-year lease. In 15 years, the City would have to buy the proposed new docks from the SPYC, or would have to purchase another set of docks at a much higher inflationary price. The proposed docks are expected to have a minimum life expectancy of 30 years. This dock dilemma 15 years from now, would give the SPYC some extraordinary leverage for negotiating an exte�ded lease arrangement beginning in the year 2015. REVIEW ISSUES: 1 have reviewed the attached five spreadsheets with the Superintendent of Parks and Recreation, and the Parks & Recreation Division's accounting staff, and two accountants from the Financial Services Office. They agree that my suggested changes to the P&R Employees' Proposal are reasonable and provide for a better comparison of the capital expenditures proposed by the St. Paul Yacht Club. Neither the P&R Staff, nor myself have sat down with the St. Paui Yacht Club's accountant to get a detailed explanation of all the accounting assumptions that went into the St. Paul Yacht Club Proposal, or to review the attached analysis. After reviewing the attached analysis, Vic Wittgenstein indicated to me that he was not comfortable with either of the two proposals I analyzed, and that he would be seeking a one-year Watergate Marina Opereting Contract for the Year 2000. A one year contract would allow Vic more time to negotiate and prepare a longer-term contract that would allow the City to receive more money if the operations are as successful as proposed by the St. Paul Yacht Club.
