Hayes, Jr. V'� Assistant City Attorney DATE: October 11, 1984 RE: Claim against the City of Saint Paul by Ruth and Charles Larsen Plaintiff Ruth Larsen tripped on a two-inch rise between sidewalk panels located on Dunlap Street between Blair and Van Buren Streets on July 5, 1981. Plaintiff broke her right elbow and left ankle as a result of her fall. Plaintiff has incurred medical damages totalling approximately $5, 000 .
