The City is joining Public Technology, Incorporated (PTI) . PTI is a national
coopera�ive research development and technology transfer organization. It
provides technical support to the National League of Gities and the Interna-
tional City Management Association.
In addition to the membership, the City will also send �1!le�as five individ-
uals to a strategic planning seminar sponsored by PTI.
Financial , �udgetary and Personnel Impacts Anticipated:
There are sufficient funds in the Contingent Reserve Specified account.
No personnel positions will be affected.

As we start a challenging. new year, I would like to thank you for your past
interest in PTI and give you a quick update on our programs and priorities for
the coming year.
We're sorry you weren't able to take advantage of the many opportunities
PTI membership offers, in 1983, but we want you to know that the invitation to
join with your technology conscious counterparts across the nation remains open.
Perhaps, after reviewing this letter, you might be able to suggest some
strategies for moving forward on membership for St. Paul.
PTI membership is now at an all-time high of more than 150 cities and
counties across North America, including 31 of the 56 cities over 250,000 popu-
lation and we enter the new year effectively positioned to particularly help
jurisdictions facing budget cuts or personnel reductions and the need to enhance
or increase services with minimal cost outlays.
We have expanded our ANSWER� research service to encompass more than 350
computerized data banks, covering every conceivable discipline of interest to
local governments, and we are pleased to report that we will be able to continue
to provide menbers unlimited free access to this uniquely valuable member
benefit.
PTI-NET�', the electronic mail network for local governments, now has more
than 200 individuals in over 100 cities and counties on the system. Our members
are sharing ideas and solutions, receiving daily action bulletins and communica-
ting with their counterparts all across the country, and the PTI staff, by dial-
ing a local or 800-number. PTI is still providing free access to this system
for as many individuals as a member jurisdiction wishes. Therefore, allowing
you to get many departments and various staff ine�bers involved in networking and
accessing the PTI staff.
Last fall, we successfully created four specialized centers within the PTI
structure, nanned by key professionals, to increase our focus on areas of
special interest to our members and enable us to provide a new source of high-
calibre guidance, technical assistance and referrals to menber questions and
needs. �

These centers are the Local Government Transportation Center; the Center
for Energy Technology and Management; the Center for Strategic Planning, and
PTI's Conputer and Telecommunications Applications Center.
We have selected a number of research and study initiatives for 1984,
covering such diverse areas as preparing for break-throughs in solar technology,
a model microcomputer policy for local governments, health-care cost containment
strategies, a hazardous materials index, water and energy conservation, minority
enterprise programs, compressed natural gas as a vehicle fuel and a number more.
PTI has changed over the past few years - evolving from a primarily
Federally supported institution to a vibrant and growing member supported
organization governed by a Board. of Directors and Advisory Council of elected
officials and professional managers.
We continue to serve as the technical arm of both the National League of
Cities and the International City Management Association and are the only
national cooperative research, development and technology transfer organization
for North American cities and counties.
Ron, St. Paul's partici�ation in this unique network will help to reduce
costs, improve productivity, enhance government services and link you to your
counterparts across the conti}zent who share your interests and concerns. Please
let me know what I can do to help set the stage for a positive membership
decision in 1984. I1ues for a city the size of St. Paul are still only $13,500 a
year.
