Under this mechanism, cities may borrow against the committed, but as yet, unexpended portion of its CDBG entitlement. Since most cities require more time to complete complex and long term pro3ects, this balance of Punds may be used in the interim for projects whieh are more urgent. In order for cities to participate in a CDBG float, current reg- ulatiuons require the city to amend its Current CDBG Year Program. An additional pro�ect is added, and the amount of the project is also shown as increased revenue, or program income. This program ineome must be returned to the CDBG program before it is needed for the completion of the outstanding commitments. Several conditions must be met in order for a eity to use a CDBG flpat. These are: 1. The projeet for whieh financing is proposed must be both and eligible aetivity, and fundable under the current guidelines. 2. No previously approved projeet or program funded with CDBG monies may be postponed or delayed because of the use of funds for the new pro3ect. The World Trade Center project meets the above eriteria, and will provide the City of Saint Paul with neeeded interim financing. Funds used for this projeet will be repayed to the CDBG program, and will be used to complete remaining uneompleted projects. Community Development Division staff has completed a cash flow oP the City's CDBG program, and has found that interim finaneing for this projeet is feasible.
