WHEREAS, Families headed by female single parents are three
times more likely to have income at or below the poverty level than
Saint Paul families generally; and
WHEREAS, the U. S. Department of Housing and Urban Development
has announced an award of Section B Rental Assistance Certificates
to help 100 of these Saint Paul families into self sufficiency; and
WHEREAS, This assistance shall be provided through the Saint
Paul Better Opportunities through Self Sufficiency program, also
known as the B.O.S.S. ; and
WHEREAS, This program is designed to provide job training and
placement, day care assistance, transportation assistance, career
exploration, and family counselling designed to assist individuals
to become self sufficient; and
WHEREAS, It is necessary to establish a task force to implement
and oversee the terms and conditions of this program, said task force
consisting of representatives of both public and private organizations;
now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul hereby
establishes a task force on Saint Paul' s Project Self Sufficiency
to consist of 18 members from both private and public organizations,
such as area foundations, local corporations, churches, community
service agencies, and state, city and county agencies; and, be it
FURTHER RESOLVED, That it shall be the responsibility of the
task force to determine the criteria for recruiting and selecting
program participants; and, be it
FURTHER RESOLVED, That such task force shall remain in exist-
ence until the completion of the Saint Paul B.O.S.S. program; and,
