Flinsch ��`� Assistant City Attorney DATE: October 11, 1984 RE: Claim against the City of Saint Paul by William V. Bydzovsky William V. Bydzovsky brought an action in Federal District Court against the City of Saint Paul and Police Officers Charles Geyer, Donald Hase and John Vomastek for violation of his civil rights and injuries suffered by plaintiff when he was bit in the groin by a police K-9 as the officers were attempting to subdue a noisy party at 1925 Taylor Avenue in the City of Saint Paul on the evening of July 4 , 1982 .
