City of Saint Paul In this case, a St. Paul police officer drove left of the center line on his way to a non-emergency call and collided with a vehicle making a legal left turn in front of him. Plaintiff, driver of the vehicle hit by the officer, has sued the City for property damages in the amount of $2, 786 .20 .
