Building(s)" dated July 9, 1999; and

public hearings, the Saint Paul City Council hexeby adopts the following Findings and Order conceming the
Subject Properiy at 681 Edmund Avenue:

Code, Chapter 45.
That the costs of demolition and removal of this building(s) is estimated to exceed three
thousand dollars ($3,000.00).
That there now exists and has existed multiple Housing or Buildang code violations at the
Subject Property.
That an Order to Abate Nuisance Building(s) was sent to the then known responsible parties
to correct the deficiencies or to demolish and remove the building(s).
That the deficiencies causing this nuisance condition have not been corrected.
That Division of Code Enforcement has posted a placard on the Subject Properry which
declares it to be a nuisance condition subject to demolition.
That this building has been routinely monitored by the Citizen Service Offices, Division of
Code Enforcement, Vacant/Nuisance Buildings.
That the lmown interested parties and owners are as previously stated in this resolution and
that the notification requirements of Chapter 45 have been fuifilled.

The above referenced interested or responsible parties shall make the Subject Properry safe and not
detrimental to the public peace, health, safety and welfaze and remove its blighting influence on the
community by rehabilitating this stracture and correcting all deficiencies as prescribed in the above
referenced Order to Abate Nuisance Building(s) in accordance with all applicable codes and
ordinances, or in the altemative by demolishing and removing the structure in accordance with all
applicable codes and ardinances. The rehabilitation or demolition and removal of the structure must

2. If the above corrective action is not completed within this period of tune the Citizen Service Office,
Division of Code Enforcement is hereby authorized to take whatever steps are necessary to demolish
and remove this structure, fill the site and charge the costs incurred against the Subject Properry
pursuant to the provisions of Chapter 45 of the Saint Paui Legislative Code.
In the event the building is to be demolished and removed by the City of Saint Paul, all personal
property or fixlnres of any kind which interfere with the demolition and removal shall be removed
from the property by the responsible parties by the end of this time period. If all personal properry is
not removed, it shall be considered to be abandoned and the City of Saint Paul shall remove and
dispose of such property as provided by law.
4. It is fitrther ordered, that a copy of this resolution be mailed to the owners and interested parties in
accordance with Chapter 45 of the Saint Paul Legislative Code.

Gerry Strathman called the meeting to order at 10:01 a.m.
STAFF PRESENT: Steve Magner, Code Enforcement; Sally Peterson, Code Enforcement
Resolution ordering the owner to remove or repair the building at 443 Charles Avenue. If
the owner fails to comply with the resolution, Code Enforcement is ordered to remove the
building.
(No one appeared representing the property.)

Steve Magner reported this building has been vacant since 1-6-99. The current properiy owner is
State of Minnesota Tas Exempt. There have been nine suumiary abatement notices issued to
remove refuse, secure the building, and cut tall grass. On 9-28-99, an inspection was conducted,
and a list of deficiencies which constitute a nuisance condition was developed and photographs
were taken. Vacant building fees have not been paid. Real estate taYes haue been paid because
this is tarc forfeited property. Tasation has placed an estimated mazket value of $58,100 on this
property, but that was prior to it becoming vacant. As of today, a bond has not been posted. On
2-26-99, a code compliance inspection was obtained. Code Enforcement estimated the cost to
repair is $60,000; cost to demolish, $10,000 to $11,000. The location of the properry owner is
unlaiown.
Mr. Strathman asked was there any communication from Ramsey County. Mr. Magner
responded no; however, there has been interest in the community to revitalize the lot for fixture
development.
Gerry Strathxnan recommended approval ciflng an absence of interest in this properry.

the owner faiis to comply with the resolution, Code Enforcement is ordered to remove the
building.

Steve Magner reported flus is a commercial structure. It has been vacant since 7-23-98. The
owner is Parent Child Development Ins6tute. There have been six sumuiary abatement notices
issued to remave refuse, secure the building, remove snow or ice, and cut ta11 grass. On 7-1-99,
an inspection of the building was conducted, and a list of deficiencies which constitute a
nuisance condition was developed and photographs were taken. Linda Coleman, an official from
Parent Child Development Institute, sent a letter to Code Enforcement to request an extension of

tnne for the order to abate. An e�ctension was granted to 10-8-99 to give them time to resolve
issues with the property. In the last two to three weeks, there has been a rash of break ins. T`he
police have asked them to step up their enforcement in securing the building. Real estate taYes
aze unpaid in the amount of $1,565.93. Taxation has piaced a mazket value of $48,900. A code
compliance inspection has not been obtained. Estimated cost to repair is $50,000; estimated cost
to demolish, $12,000 to $13,000.
Thaddeus Wilderson, 914 Thomas Avenue, appeazed and stated this building is owned by the
Parent Child Development Institute, a non profit organization. Ae is their executive director.
The institute was operated from 681 Edmund Avenue for a number of yeazs. The institute put a
lot of money into that building to get it in operable condition. When they moved from the
building, it was left in exceilent condition. That summer, a block club and the City added a
community gazden to a vacant lot near the business. This gazden was a magnet for thugs to
congregate and sell drugs. This changed the neighborhood. Windows started being broken on
the building. The institute's intention is to relocate back to this building. They are seeking
money to rehabilitate.
Mr. Wilderson stated he went by the building and saw a police officer there with a K-9 dog and
informed him they had made a call to get the building secured. The police ofFicer told him they
would like the building to be open for a few days to use it for K-9 training.
Gerry Strathman asked when the rehabilitation would take place. Mr. Wilderson responded their
projection is based on securing funds. The agreement is to be out of their present building (in
order to move into 681 Edmund Avenue) by May.
Mr. Strathman asked is he conect in assuming the building will have to be brought up to code
before 3t is occupied Mr. Magner responded the institute will haue to wark with the building
and fire departrnents to develop a list of items to be corrected and obtain pernuts to do the work.
The fire and building departments will have to sign off on that work and issue a certificate of
occupancy before the building will be occupied.
Gerry Strathman recommended granring six months to complete the rehabilitarion on condition
that the following is done by noon of February 9, 2000: the vacant building fee is paid and a
$2,000 bond is posted. If these two things are not done, the City Council may proceed with the
order to remove or repair in 15 days. (Steve Magner explained where the vacant building fee and
bond are paid Ae also explained that the $2,000 bond will be returned if the repairs are
completed and the permits signed by noon of February 9.)

STAFF PRESENT: Steve Magner, Code Enforcement; Sally Peterson, Code Enforcement
Resolution ordering the owner to remove or repair the building at 443 Charles Avenue. If
the owner fails to comply with the resolution, Code Enforcement is ordered to remove the
building.

Steve Magner reported this building has been vacant since 1-6-99. The current properiy owner is
State of Minnesota Tas Exempt. There have been nine suumiary abatement notices issued to
remove refuse, secure the building, and cut tall grass. On 9-28-99, an inspection was conducted,
and a list of deficiencies which constitute a nuisance condition was developed and photographs
were taken. Vacant building fees have not been paid. Real estate taYes haue been paid because
this is tarc forfeited property. Tasation has placed an estimated mazket value of $58,100 on this
property, but that was prior to it becoming vacant. As of today, a bond has not been posted. On
2-26-99, a code compliance inspection was obtained. Code Enforcement estimated the cost to
repair is $60,000; cost to demolish, $10,000 to $11,000. The location of the properry owner is
unlaiown.
Mr. Strathman asked was there any communication from Ramsey County. Mr. Magner
responded no; however, there has been interest in the community to revitalize the lot for fixture
development.
Gerry Strathxnan recommended approval ciflng an absence of interest in this properry.

owner is Parent Child Development Ins6tute. There have been six sumuiary abatement notices
issued to remave refuse, secure the building, remove snow or ice, and cut ta11 grass. On 7-1-99,
an inspection of the building was conducted, and a list of deficiencies which constitute a
nuisance condition was developed and photographs were taken. Linda Coleman, an official from
Parent Child Development Institute, sent a letter to Code Enforcement to request an extension of

issues with the property. In the last two to three weeks, there has been a rash of break ins. T`he
police have asked them to step up their enforcement in securing the building. Real estate taYes
aze unpaid in the amount of $1,565.93. Taxation has piaced a mazket value of $48,900. A code
compliance inspection has not been obtained. Estimated cost to repair is $50,000; estimated cost
to demolish, $12,000 to $13,000.
Thaddeus Wilderson, 914 Thomas Avenue, appeazed and stated this building is owned by the
Parent Child Development Institute, a non profit organization. Ae is their executive director.
The institute was operated from 681 Edmund Avenue for a number of yeazs. The institute put a
lot of money into that building to get it in operable condition. When they moved from the
building, it was left in exceilent condition. That summer, a block club and the City added a
community gazden to a vacant lot near the business. This gazden was a magnet for thugs to
congregate and sell drugs. This changed the neighborhood. Windows started being broken on
the building. The institute's intention is to relocate back to this building. They are seeking
money to rehabilitate.
Mr. Wilderson stated he went by the building and saw a police officer there with a K-9 dog and
informed him they had made a call to get the building secured. The police ofFicer told him they
would like the building to be open for a few days to use it for K-9 training.
Gerry Strathman asked when the rehabilitation would take place. Mr. Wilderson responded their
projection is based on securing funds. The agreement is to be out of their present building (in
order to move into 681 Edmund Avenue) by May.
Mr. Strathman asked is he conect in assuming the building will have to be brought up to code
before 3t is occupied Mr. Magner responded the institute will haue to wark with the building
and fire departrnents to develop a list of items to be corrected and obtain pernuts to do the work.
The fire and building departments will have to sign off on that work and issue a certificate of
occupancy before the building will be occupied.
Gerry Strathman recommended granring six months to complete the rehabilitarion on condition
that the following is done by noon of February 9, 2000: the vacant building fee is paid and a
$2,000 bond is posted. If these two things are not done, the City Council may proceed with the
order to remove or repair in 15 days. (Steve Magner explained where the vacant building fee and
bond are paid Ae also explained that the $2,000 bond will be returned if the repairs are
completed and the permits signed by noon of February 9.)

That the deficiencies causing this nuisance condition have not been corrected.
That Division of Code Enforcement has posted a placard on the Subject Properry which

2. If the above corrective action is not completed within this period of tune the Citizen Service Office,
Division of Code Enforcement is hereby authorized to take whatever steps are necessary to demolish
and remove this structure, fill the site and charge the costs incurred against the Subject Properry
pursuant to the provisions of Chapter 45 of the Saint Paui Legislative Code.
In the event the building is to be demolished and removed by the City of Saint Paul, all personal
property or fixlnres of any kind which interfere with the demolition and removal shall be removed
from the property by the responsible parties by the end of this time period. If all personal properry is
not removed, it shall be considered to be abandoned and the City of Saint Paul shall remove and
dispose of such property as provided by law.
