A public hearing shall be held in the City Council Chambers at 10:00 A.M. on September 25, 1984, for the purpose of adopting service and operation charges against all benefited properties to be collected in the same manner as other real property taxes in 1985. The Department of Public Works performed the 1984 Street Maintenance Services in a manner as set forth and approved by the City Council in 1983 and described in the report of the Public Works Department. The City Council will consider ratification of the assessment for 1984 for street and alley maintenance for the City of Saint Paul. Residents will not be assessed for Winter Street Maintenance. Residential property will not be assessed for the long-side street frontage on corner lots. The City will pay $4,767,000 of the cost of street maintenance by using Municipal State Aid ($1,050,000); Trunk Highway Aid ($257,000); County Aid ($387,000); General Fund ($2,838,000); Miscellaneous Receipts ($235,000); and the balance of $4,976,000 shall be assessed against benefited property according to the following rates. The 1984 rates represent a 15� reduction from the 1983 street maintenance charges. Class i - Downtown $2.10 per assessable foot. Class II - Outlying Cam�ercial and Arterial Streets - Coimiercial Property - $1.44 per assessable foot. Residential Property - $0.65 per assessable foot. Class III - All Residential Streets - Cam�ercial Property - $1.04 per assessable foot. Residential Property - $0.65 per assessable foot. Class IV - All Oiled and Paved Alleys- Cortmercial Property - $0.51 per assessable foot. Residential Property - $0.34 per assessable foot. Class V - Unimproved Streets - Cortmercial Property - $0.40 per assessable foot. Residential Property - $0.26 per assessable foot. Class VI - Unimproved AL1eys - Comnercial Property - $0.20 per assessable foot. Residential Property - $0.14 per assessable foot. CortQnercial property includes all apartment buildings of four or more units. City Council decisions are subject to appeal to the District Court. If you wish to appeal, you must first file a notice, stating the grounds for the appeal, with the City Clerk within 20 days after the order adopting the assessment. You must also file the same notice with the Clerk of District Court within 10 days after filing with the City Clerk. PfYJPCl6ID "1985" STREEP AAID ALJ�EY MAINPIIVAAICE P'FiOGRAM A Public Hearing shall be held in the City Council Chambers at 10:00 A.M. on September 25, 1984, to consider the Mayor's proposed 1985 Street Maintenance Program and methods of financing it. The City Council will hear any public testimony from Saint Paul property owners. The assessments for the 1985 Program (for services provided in 1985) are payable with property taxes in 1986. 'lt�e proposed service level and assessments are as outlined below. The 1985 rates are proposed at the same level as the 1984 Street Maintenance Charges. General Funds and street mai tn enance aids r iov de a p portion of the financing. Residents will not be assessed for Winter Street Maintenance. Residental property will not be assessed for the long-side street frontage ai corner lots. Class I - D�wntown: Class I streets will be swept three times per week aryd flushed five times per week. All routine maintenanc,�e, including patching and repairing of street surfaces, will be performed on an as-needed basis. The proposed assessment rate is $2.10 per assessable foot. C1ass II - Outlying Commercial and Arterial Streets: Class II streets will ,be cleaned approximately 18 times per season. All routine maintenance, including patching and repairing of street surfaces, will be done on an as- needed basis. The proposed assessment rate is $1.44 per assessable foot for oommercial property and $0.65 per assessable foot for residential property. Class III - All Residential Streets: Class III streets, including oiled, paved and intermediate streets will be cleaned each spring which will include sweeping and flushing. Patching and repair work will be done on an as-needed basis. Ap�roximately 150 miles of oiled streets will receive a sand sealcoat and approximately 20 miles of paved streets will receive a chip sealcoat. In the fall, leaves will be picked up from these streets. The proposed assessment rate is $1.04 per assessable foot for commercial property and $0.65 per assessable foot for residential property. Class IV - All Oiled and Paved Alleys: All oiled, paved and intermediate alleys will be cleaned each spring. All routine maintenance, including patching and repair of the alley surface will be performed on an as-needed basis. The proposed assessment rate is $0.51 per assessable foot for commercial property and $0.34 per assessable foot for residential property. Class V and VI - Unimproved Streets and Alleys: The maintenance and repair of these streets and alleys will consist of patching, minor blading, placing of crushed rock and other stabilized material in order to make them passable ar�d reduce hazards. The proposed assessment rate on unimproved streets is $0.40 per assessable foot for oommercial property and $0.26 per assessable foot for residential property. The proposed assessment rate on unimproved alleys is $0.20 per assessable foot for oommercial property and $0.14 per assessable foot for residential property. Commercial property includes all apartment buildings of four or more units.
