WHEREAS, the Division of Housing nd Building Code Enforcement has
requested the City Council to hold a p�iblic hearing to consider the
advisability and necessity of the corr�ction or wrecking and removal
of the following described building, s�id structure having been re-
ported to constitute a public hazard:
818-820 Rice Lots 7, 8 and 9, Block 1, Two story fire damaged
Lockney' s Addition wood frame mixed
commercial/residential
use structure
ti1HEREAS, it appears that as of �pt�r 7, 1984, the fee owner of
the property is: Gary W. and Jo Ann G. Clark, 3411 E. 126th St. ,
Burnsville, Ni1V 55337. The contract for deed vendees are: Billy M.
and I�Tonica Omundson, 820 Rice St. , 5t. Paul, MN 55117. A judgment
search revealed no liens of record against Gary lnW. or JoAnn G. Clark.
There is a lien in the amount of $1182 .50, Document No. 405390, dated
5eptember 16, 1975, against Billy and Monica Omundson in favor of Filister
Corporation, d/b/a Rosedale Estates. Another contract for deed vendee
is: Thomas M. i�trozik, 455 Atwater, St. Paul, MN 55117. There is a
State tax lien on file in the amount of $2544 .45, document No. 2229716,
dated July 30, 1984 against Thomas N. r�Irozik.
WHEREAS, the Division of Housing and Building Code Enforcement,
on behalf of the City Council, did notify by mail the above noted parties
of interest at their last known addresses.
4VHEREAS a public hearing was held by and before the Council of the
City of St. Paul in the Council Chamber of the Court House in said
city at 10: 00 a.m. on Thursday, September 20, 1984 to consider the ad-
visability and necessity of ordering the correction or wrecking and
removal of said structure on the above described property inasmuch as
said property is reported to constitute a hazard to public health,
safety and welfare,

61HEREAS, upon the facts presented at the said hearing consist-
ing of photographs, inspection reports and the recommendation of the
Building Department, it is further determined that the above build-
ing constitutes a hazardous building within the definition of
Minnesota Statutes 463 .15 for the following reasons:
l. The subject property has been boarded up by the owner, and
City since September 1983.
2 . This building because of age, deterioration, lack of proper
maintenance, extensive fire damage and the following list of deficiencies
is a blighting influence on the neighborhood.
FIRST FLOOR:
Rear kitchen.
1. Water and fire darnage to the ceilings. Small burned area.
Also suspended ceiling removed.
2 . Walls have water and heat damage.
3. Windows are broken and vandalized.
4 . Water damage to floor and debris on the floor.
5 . Fire damaged electrical wiring.
6. Unvented waste for kitchen sink.

RESOLVED, That in accordance with Minnesota Statutes Sections
463 .15 through 463 .25 and based upon the foregoing findings of the
City Council, the Council of the City of Saint Paul does hereby make
the following Order:

ORDER
1. The owners of the above described building shall
make the same safe and not detrimental to the public peace,
health, safety and welfare by having the said building razed
and the materials therefrom removed from the premises within
thirty (3g) days from the date of the service of this Order;
2. Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the office of the Clerk of District Court of Ramsey
County, Minnesota within twenty (2�) days from the date of the
service of this Order, a Motion for summary enforcement of
this Order to raze and remove the said building will be made
to the Ramsey County District Court;
3. In the event that the building is to be razed by the
City of Saint Paul pursuant to judgment of the District Court,
all personal property or fixtures of any kind which may
unreasonably interfere with the razing and removal of this
building shall be removed within ten (1Q1) days from the entry
of judgment; and if not so removed, the City of Saint Paul
shall remove and dispose of such personal property and
fixtures as provided by law;
4. If the City of Saint Paul is com pelled to take any
corrective action herein, all nece�sary costs expended by the
City will be assessed against the above described real estate
and collected as other taxes; and be it
FURTHER RESOLVED , that a certified copy of this
resolution and incorporated Order herein be served upon the
last record owners of the above described property in the
manner provicled by law.

above.

referr to the City Attorney's office for razing and removal through Distxic�C Court
