WHEREAS, non-participation in etectoral politics is at a
rstaggering approximate 45y, of the population; and
' WHEREAS, the majority of �hose who do not vote are
concentrated among the low-incorine, women, and minority
populations; and
WHEREAS, the policy effects of non-voting could be
detrimental to the low-income, women and minority populations
because their voices are not being heard and to the City of Saint
Paul which attempts to serve them; and
WHEREAS, the City of Saint Paul runs a variety of programs
where employees of city government come in contact with citizens
eligible to vote but who are unregistered; therefore
BE IT RESOLVED, that the City� of Saint Paul encourages the
establishment of agency-based voter registration in all city-run
social , health service, and other pubtic programs; and
BE IT FURTHER RESOLVED, that such city-run agency-based
registration should include training to assist citizens who want
to register to vote.
