84-1141 WHITE - G�TV CLERK PINK - FINANCE G I TY O F SA I NT PA LT L Council CANARV - DEPARTMENT (�„�//�/ BLUE - MAVOR File NO. d y � � Council Resolution Presented By Ref rre To Committee: Date Out of Committee By Date WEiEREAS, the Charter Commission of the City of Saint Paul has held a public hearing and taken statements and testimony on a pro- posal to establish a four-year term for the office of Mayor; and WHEREAS, the Charter Commission, based on the testimony and statements and its own deliberations , has recommended that the cha.nge be submitted to the electorate at the general election to be held on November 6, 1984 in accordance with law; now, therefore, be it RESOLVED, that the proposed charter amendment be submitted to the electorate of the City of Saint Paul at the general election to be held November 6, 1984; and be it FURTHER RESOLVED, tha.t the City Clerk is hereby directed to take the necessary steps for publication of the proposed amendment � as may be required by law; and be it FINALLY RESOLVED that pursuant to law the Council of the City of Saint Paul hereby fixes the form of the question to be submitted to the electorate at the general election November 6, 1984, r�lative to thi�s amendment, to read as follows : "Shall Section 2.02 of the Cha.rter of the City of Saint Paul be amended to increase the term of office for Ma.yor from two years to four years commencing on the first business day of January of the year following his election and until a successor is elected and qualifies?" Olson Room 386 City Hall Saint Paul , Minnesota 55102 Enclosed is a resolution passed by the Charter Commission of the City of Saint Paul . Pursuant to Minnesota Statutes Section 412 .10 , that resolution is hereby transmitted to the City Council for submission to the electorate at the next general election which will be held on November 6 , 1984 and for the fixing of the form of the ballot . No. 84-536) asked the Charter Commission to review and consider an amendment to Chapter 2 of the St. Paul City Charter extending the term of Mayor from two years to four years by ordinance pursuant to the terms of Minnesota Statutes Annotated 410. 12, Subd. 7 ; and WHEREAS , the St. Paul City Council has by another Resolution of April 26 , 1984 (C .F . No. 84-537) asked the Charter Commission to review and consider an amendment to Chapter 2 of the Charter extending the terms of Mayor and Council Members from two years to four years by ordinance pursuant to the terms of Minnesota Statutes Annotated 410. 12 , Subd. 7 ; and WHEREAS , the Charter Commission did on June 28 , 1984 conduct a public hearing to invite input from the public on the aforesaid proposed Charter amendments ; and WHEREAS , at said public hearing the Charter Commission received various written recommendations as well as heard testi- mony of various interested citizens and representatives of various organizations ; and WHEREAS, it is the conclusion of the Charter Commission that the aforementioned Charter amendments should be submitted to the electorate at the next general election, each to be voted upon separately, in accordance with applicable law; now, therefore, be it RESOLVED, that the attached proposed amendments to the Charter of the City of St. Paul be submitted to the electorate by the governing body at the next general election; and, be it FURTHER RESOLVED, that the governing body shall fix the form of the ballot to be submitted to the electorate. � � " �,- ��- i � �- f Sec. 2.02. Terms. The mayor shall hold office for a term of four years and each council person shall hold office for a term of two years commencing on the first business day of January of the year following their election and until a successor is elected and qualifies.
