WHE'REAS, The City Council, pursuant to Chapter 62 of the Administrative Code did hold
a public hearing on September 27, 1983, in the City Council Chambers for the purpose
of establishing the level of street and alley maintenance to be performed in the City
of Saint Paul and the amount of service charges to be levied a�ainst benefitted
property, and
4JHERF�AS, The Department of Public Works d3d perform the 198�+ street and alley
ma,intenance serv3ces in a manner as set forth and approved by the City Council and
described in the xeport of the Department of Public Works, and
Wf�REAS, Pursuant to Chapter 62 of the Administrative Code, the Department of Public
Works has submitted to the Department of Finance and Management Services a report
showing the total cost of street ma3ntenance to be $9,7�3,�, a copy of such re�port
has heretofore been delivered to the City Council, no�w, therefore, be it
RESOLVED, That the City shall pay $�+,767,000 of the cost of streets and a11ey
maintenance by usin� Municipal State Aid ($1,050,000), Trunk Highway Aid (�25'j,000�,
County Aid (�387,000), Miscellaneous Receipts ($235,000), General Fund ($2,838,000 ,
and be it ftiirther

� A Public Hearing shall be held in the Council Chambers of the City of Saint Paul at
10:00 A.M. on the 25th day of September, 19£�1�, for the purpose of adopting service
and operation charges against all benefited properties to be collected in the same
manner as other real property taxes in 1985.
The Department of Public Works performed the 19£34 Street b4aintenance Services in a
manner as set forth and approved by the City Council and described in the report of
the Department, The City Council will consider ratification of the assessment for
198�+ for street and alley maintenance for the City of Saint Paul. Residents will
not be assessed for Winter Street Maintenance.
The City will pay $4,767,000 of the cost of street maintenance by using Municipal
State Aid ($1,050,000); Trunk High*,�ay Aid (�257,000); County Aid (�387,000); General
Fund ($2,838,000); Miscellaneous Receipts ($235,000); and the balance of $4,976,000
shall be assessed a�ainst benefited propert,y accordin� to the followin� rates. The
198�+ rates represent a 15°fo reduction of the 1983 street maintenance charges.

Street Maintenance Pro�ram and methods of financin� it. The City couricil will hear
any public testimony from Saint Paul property ot�!ners. This Public Hearing deals with
setting the level of street ma iritenance service to be performed ir� 19�i5 and de�t;errnir�irif;
the financing plan. The assessnients for the 1)B5 Pro�ram are payable in 19�36,
The service level and proposed assessments are as ou�,lined below. Tr�e 19�35 rates are
proposed at tlie sarne level as the 19��E Street Plaintenance Charges. C�eneral runds flI1C3
street maintenance aids provide a �portion of the financing, Residents will not; be
assessed for Winter Street Nlain�enance.
Class I - Downtown; The doilntot�m streets will be swept three tirnes per weF:k and
flushed five times per week. All routirie maintenance, incl�iding patching and
repairin� of street surfaces t-�ill be performed on an as-iieeded basis. The proposed
assessment rate is 2.10 per assessable foot,
Class TI - O�ztlying Coir�rnercial an�l Arterial Streets: The Class II si;reets will be
cleaned approximately lc ticnes per season. All routine maintenance, includin�
patching and repairing of stree�; surfaces. ��1ill Ue done on an as-needed basis. The
proposed assessr�ent rate is l.lE4 per assessable Foot for comrnercial propert,y- and
�65 per assessable foot for residen�ial property.
Class ITT - All Residen�tial Streets: Residen�t,ial s�treets, including oiled, paved
and 3ntermediate streets will be cleaned each sprine which will include sweeping and
flushing. Patching and repair work will be done on an as-needed basis. Approximately
150 miles of oiled streets will receive a sand sealcoat and approximatly 20 miles of
paved streets will receive a chip sealcoat. In the fall, leav�s ��ill be picked up
from these streets. The proposed assessment rate is ` 1.0�F per assessable foot for
commercial property arid � .65 per assessable foot for residential property,
Class IV - All Oiled and Paved Alleys: A11 oiled, paved and intermediate alleys
will be cleaned each spring, All. routirie maintenance, includin� patching and repair
of the alley surface will be performed on an as-needed basis. The proposed
assessment rate is �51 per assessable foot fo.r commercial property and , ,31.� per
assessable foot for residential property,
Class V and VI - Unimproved Streets and Alleys: The maintenance and repair of these
streets and alleys will consist of patching, minor bladir.g, placinb of crushed rocic
and other stabilized material in order to make thern passable and reduce hazards. Tlie
proposed assessment rate on unimproved streets is � .40 per assessable foot for
commercial property and � .26 per assessable foot; for residential property. The
proposed assessment rate on unimproved alleys is :� .20 per assessable foot for
commercial property and �.14_ per assessable foot for residetitial property.
Commercial property includes all apartrnent Y�uildin�s of four or more units. Residenti&1
property �,�ill not be assessed for the long-side street frontage on corner lots.
Example: Cost for a 50-foot :aide residential lot (with street
frontage only) would be ��32,50.
