BE IT *MJ� RESOLVED, the City Council directs the executive office to
ensure the development and maintenance of an effective outreach, recruitment
and tutorial program that wiil ensure sufficient numbers of minority
candidates for civil service job examinations; and be it
FURTHER RESOLVED, that the executive office create the necessary linkages
between Pianning and Economic Development (PED) and the Personnel Department
so as to facilitate the availability for city purposes of the Minnesota
Emergency E�loyment Development Act (MEEDA) job creation incentive and public
work experience funds, thus affording the city significant cash incentives to
offset the cost of hiring and retaining permanent classified e�loyees; and be
it
,FURTHER RESOLVED, that the executive office ensure that an ongoing
e�loyee continuing education and training program be established enhancing
e�loyee performance and career development opportunities; and be it
FURTHER RESOLVED, the City Council directs the executive office to create
an Office of Equal Employment Opportunity with a Director who shall have the
responsibility to ensure the effective impiementation of ali policies and
programs of the city's equal employment opportunity and affirmative action
efforts. This will include specific monitoring of the city's ongoing work
force for identification of underutilization within titles and possible
targeting of job vacancies for affirmative action. This office shall have
full authority to conduct independent monitoring of the city employee hiring
and promotional activities and, when necessary, will make reconmendations to
the executive office and to the City Council on policy and programs ensuring
equal opportunity.

REAS, The Council of the City of Saint Paul wishes to undert a role
in the elopment of ineaningful steps in the development of an A rmative
Action Pro m; and
WHEREAS, T Council envisions that severai tasks m be done to have an
effective Affirmat' e Action Program; now, therefore, it
RESOLVED, That the ouncil requests that the ayor create a new section
within the Personnel Depa ment to be known as e Office of Equal Employment
Opportunity; encourages the yor to hire a rector of said office whose staff
will be dedicated to advancing he City's firmative Action Program, encourages
the Mayor to establish an Affirma 've A ion Advisory Committee; and foster the
establishment of an expanded recrui t and training program for City employ;
and, be it
FURTHER RESOLVED, That t Council urg the Mayor to facilitate City
usage of state and federal ' programs in con ' nction with the activities of
the City's Planning and E nomic Development and rsonnel Departments; and, be
it
FINALLY RESOL , That the Council requests the May to establish an on-
going employee e cation and training program and report t the Council on a
quarterly basi on the activities of the Office of Equal Emp ment Opportunity,
the Affirma ' e Action Advisory Committee and the expanded rec itment and
training ograms.
