84-861 WHITE - CITV CLERK PINK - FINANCE G I TY OF SA I NT PA LT L Council C-ANARV - DEPARTMENT BLUE - MAVOR File NO. � -���/ � , � o ,ncil Resolution 6�26�84 Presented By / Referred To Committee: Date Out of Committee By Date BE IT *MJ� RESOLVED, the City Council directs the executive office to ensure the development and maintenance of an effective outreach, recruitment and tutorial program that wiil ensure sufficient numbers of minority candidates for civil service job examinations; and be it FURTHER RESOLVED, that the executive office create the necessary linkages between Pianning and Economic Development (PED) and the Personnel Department so as to facilitate the availability for city purposes of the Minnesota Emergency E�loyment Development Act (MEEDA) job creation incentive and public work experience funds, thus affording the city significant cash incentives to offset the cost of hiring and retaining permanent classified e�loyees; and be it ,FURTHER RESOLVED, that the executive office ensure that an ongoing e�loyee continuing education and training program be established enhancing e�loyee performance and career development opportunities; and be it FURTHER RESOLVED, the City Council directs the executive office to create an Office of Equal Employment Opportunity with a Director who shall have the responsibility to ensure the effective impiementation of ali policies and programs of the city's equal employment opportunity and affirmative action efforts. This will include specific monitoring of the city's ongoing work force for identification of underutilization within titles and possible targeting of job vacancies for affirmative action. This office shall have full authority to conduct independent monitoring of the city employee hiring and promotional activities and, when necessary, will make reconmendations to the executive office and to the City Council on policy and programs ensuring equal opportunity.
