This state legislation provides the Saint Paul City Council with the authority to determine the number of liquor licenses that may be issued in the city, repeals the Saint Paul liquor patrol limits, and ends the transferability of liquor licenses in the City of Saint Paul after December 31 , 1990. I believe this legislation provides the City Council with the tools to responsibly address the problems associated with liquor licensing in the City of Saint Paul and should be approved by the Council . The City Council 's failure to approve the state legislation is disappointing. On March 28, 1984, the Council voted 6-1 to approve a request for legislation authorizing ten additional liquor licenses and ending the transferability of liquor licenses in Saint Paul after December 31 , 1990. The legislation now pending before the Council would enable the Council to accomplish both of the objectives approved on March 28. The state legislation goes beyond the March 28 proposal by permitting the Council to authorize the issuance of more than ten liquor licenses and repealing the liquor patrol limits. If the state legislation is approved, the Council would be able to limit both the issuance and location of liquor licenses by exercise of the Council 's existing legislative powers. The state legislation is a grant of authority to the Council which does not mandate the issuance or location of any liquor licenses. A task force consisting of inembers of the Saint Paul Planning Commission, representatives from each of the city's 17 district councils, and persons engaged in the liquor business in the City of Saint Paul has been established to examine the location, zoninq, and regulation issues associated with liquor licensing in the City of Saint Paul . This task force will hold their first meeting this evening. I am confident that this broadly based citizens group wiil provide the City Council with recommendations that will address concerns arising from repeal of the liquor patrol limits and the issuance of any additional liquor licenses in the City of Saint Paul . As I have stated several times, I believe that the current practice which permits the person-to-person transfer of liquor licenses in the City of Saint Paul should be terminated. The City Council has the power to terminate the existing practice of �48 � �� 7��' . City Council Members -2- June 26, 1984 transferability without state legislation. I urge the Council to move quickly to terminate the practice of transferability regardless of any action taken on the state legislation. I understand that the Council has voted to lay over their decision regarding my May 29, 1984 veto of resolutions calling for referendums on the issuance of additional liquor licenses and repeal of the liquor patrol limits. I believe this veto is con- sistent with the Council 's action to further consider and deliberate the issues surrounding the availability and transferability of liquor licenses in the City of Saint Paul . These are issues which have been loudly debated, but are issues I believe are capable of resolution through Council consideration without the expense and confusion which may surround a citywide referendum.
