directed to execute such agreements as are necessary with the County of
Ramsey, St. Paul-Ramsey County Medical Center, and Northwestern Bell
Telephone to provide for telephone rate stability, a copy of said agree-
ments to be kept on file and of record in the Department of Finance and
Management Services.
