WHEREAS, the Division of Housing and Building Code Enforcement has
requested the City Council to hold a public hearing to consider the ad-
visability and necessity of the correction or wrecking and removal of
the following described building, said structure having been reported
to constitute a public hazard:

WHEREAS, it appears that the fee owners of the property are Louella

Minn. 55101 is the attorney on behalf of the fee owners. The contract
purchaser of this property is Richard Ward, 899 Payne Ave . , St. Paul, Mn.
55101 . There are no mortgages or li�ns of record filed against the
property. There are personal judgments filed of recorc� against the
contract purchaser as follows:State Tax lien against Richard Ward of 352
Bates as of June 21, 1983, #2182316 in the amount of $13,671 .12 .

RESOLVED, That in accordance with Minnesota Statutes Sections 463 .15
through 463 .25 and based upon the foregoing findings of the City Council ,
the Council of the City of Saint Paul does hereby make the following

�RDER
1. The owners of the above described building shall make
the same safe and not detrimental to the public peace, health,
safety and welfare by having the said building razed and the
materials therefrom removed from the premises within thirty
(3�1) days from the date of the service of this Order;
2. Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the office of the Clerk of District Court of Ramsey
County, Minnesota within twenty (2f�) days from the date of the
service of this Order, a Motion for summary enforcement of
this Order to raze and remove the said building will be made
to the Ramsey County District Court;
3. In the event that the building is to be razed by the
City of Saint Paul pursuant to judgment of the District Court,
all personal property or fixtures of any kind which may
unreasonably interfere with the razing and removal of this
building shall be removed within ten (1�!) days from the entry
of judgment; and if not so removed, the City of Saint Paul
shall remove and dispose of such personal property and
fixtures as provided by law;
4. If the City of Saint Paul is com pelled to take any
corrective action herein, all necessary costs expended by the
City will be assessed against the above described real estate
and collected as other taxes; and be it
FURTHER RESOLVED , that a certified copy of this
resolution and incorporated Order herein be served upon the
last record owners of the above described property in the
manner provided by law.

The Division of Housing and Building Code Enforcement is hereby submitting
its report on the condition of the structure at the location referred to
above.
The owners of record are: 1. Fee: Louella A. Larsen et. al. , 855 McKnight
Rd. No. , St. Paul, MN. 55119, 2. Unrecorded owner: Richard Ward, 899 Payne
Avenue, St. Paul, MN. 55101.
The legal description of the property is:Lot 5, Block 35, Chas Weides Sub of
Blk 35 of Arlington Hills Add.
The building is a vandalized wood frame residential structure.
The subject property has been boarded up by the ownex since April, 1983.
This building because of age, deterioration, lack of proper ma.intenance and
the attached list of specific deficiencies is a blighting influence on the
neighborhood. This building has been broken into several times and the owner
has failed to keep the building properly secured thus creating a potential
hazard.
Inasmuch as the conditions outlined above constitute a public hazard and the
owner has made no attempt to satisfactorily repair the damage despite our warn-
ings, and the continued vacant and boarded up condition contributes a blight-
ing in ence on the neighborhood, it is the recommenda.tion of this Division
that s matter be referred to the City Attorney's office for razing and re-
mov through District Court proceedings. �
