RESOLUTION ELECTING TO CONTINUE PARTICIPATING IN THE
LOCAL HOUSING INCENTIVES ACCOUNT PROGRAM UNDER THE
METROPOLITAN COUNCIL LIVABLE COMMiTNITIES ACT
(CALENDAR YEAR 2001)
WHEREAS, the Metropolitan Livable Communities Act (Minnesota Statutes Section 473.25-473.254)
establishes a Metropolitan Livable Communities Fund to address housing and other development issues
facing the Metropolitan Area defined by Minnesota Statutes Section 473.1.21; and
WHEREAS, the Metropolitan Livable Communities Fund, comprising the Tax Base Revitalization Account,
the Livable Communities Demonstration Account, the Local Housing Incentives Account and the
Inclusionary Housing Account, is intended to provide certain funding and other assistance to Metropolitan
Area municipalities; and
WHEREAS, a Metropolitan Area municipality is not eligible to receive grants or loans under the
Metropolitan Livable Communities Fund or certain polluted sites cleanup fixnding from the Minnesota
Department of Trade and Economic Development unless the municipality is participating in the Local
Housing Incentives Account Program under Minnesota Statutes Section 473.254; and
WHEREAS, the Metropolitan Livable Communities Act requires the Metropolitan Council to negotiate with
each municipality to establish affordable and life-cycle housing goals that aze consistent with and promote the
policies of the Metropolitan Council as provided in the Metropolitan Development Guide; and
WHEREAS, the City of Saint Paul has met the affordable and life-cycle housing goals established in
consultation with the Metropolitan Council, and has prepared a Housing Action Plan as required by the
Metropolitan Council; and
WHEREAS, a Metropolitan Area municipality that elects to participate in the Local Housing Incentives
Account Program must restate its intention annually;

Each year, the City has to formally elect to participate in the Metropolitan CounciP s Local Housing Incenfives
Account program in order to continue to be eligible for funding from various pools of money through the Livable
Communities Act. The City has met, and will continue to meet, the affordable and life-cycle housing goals
established by the Metropolitan Council, and it has also prepared a Housing Action Plan, as required by the
Metropolitan Council.
ADVANTAGESIFAPPROVED:
The City will be eligible to apply for funding through the Liva'ble Communities Program.
