The meeting was called to order at 1:30 p.m.
STAFF PRESENT: Mike Urmann, Fire Prevention
61 Atwater Street #B
Paul McQuaid appeazed and stated he is the owner of this properiy. Mr. McQuaid is appealing
the venting of the basement and first floor bathrooms. Ownerslup of this property was obtained
appro�mately one yeaz ago. The cost of replacing the existing fans would be difficult to recover
because of the rent rates in this area. There has been substantial improvement of the building
since ownership was established.
Gerry Strathman asked Mr. McQuaid to describe the bathrooms and explain the difficulty in
installing fans.
Mr. McQuaid responded the bathrooms are located in the interior of the building. One possibility
• would be to vent out to the back of the building with an industrial grade fan to increase velocity.
Another suggestion was to go straight through the sides of the building. This is a brick building
and that would require going through an exterior wall. The neat option would be to go down
through the basement level and out through the basement window. There also has been some
concern in the past about sewer gas in the building. A broken sewer pipe was found in a unit,
and it was repaired.
Mr. Strathman asked Mr. McQuaid how many occupants reside in a unit.
Mr. McQuaid stated each unit is between five hundred and seven hundred squaze feet, and there
are three to four occupants residing in each unit.
Mike Urmann appeazed and stated that venting is possible and necessary in this particulaz case.
The fans that are in place now are circulating fans, they circulate air within the space where they
are located. Circulating fans would be approved in a single family home but not a multi unit.
The code requirement is that fans vent to the exterior of the building.
Mr. Strathman asked Mr. Urmann what is the purpose of the fans.
Mr. Urmann responded the fans aze to ventilate the azea of the bathroom, reduce odor,
condensation, moisture, and waste gases. The fans are not used for sewer gases. °- —
� In response to Mr. Strathman's question, if there is evidence of moisture damage in any of the
bathrooms, Mr. McQuiad replied that there is normal molding around the tub azea, but does not

recall moisture damage.
Mr. Urmann stated there is evidence of water damage and moisture build up, which has been
repaired, but it appears to occur more that normal.
Mr. McQuaid stated that when he purchased the building there was a unit that did not hang a
shower curtain and believes this has contributed to some water damage, and that this damage
would have occurred with or without a fan.
Mr. iTrmann stated that he is in agreement with that assessment, but the mold and mildew
buildup on the wall's and tub encIosure's aze not caused by water damage.
Mr. McQuaid stated he has not witnessed any mold or mildew since obtaining ownership of the
building.
Mr. Strathman stated this obviously is a problem that has existed for a long time, before Mr.
McQuaid took over ownership, but it is a problem that needs to be fixed. Mr. Strathman
suggested ea�tending the compliance date to April, 15, 2002.

prior to any change in ownership.
