2 RESOLVTION INVITING THE INT`ERNATIONAL COUNCIL FOR LOCAL ENVIRONMENTAL
3 INITIATIVES (ICLEn TO HOLD TE� NORTH AMERICAN PREPARATORY CONFERENCE IN THE

CITY OF St1INT PAUL DURING THE SPRTNG OF 2001
WHEEREAS, the International Council for Local Environmental Initiatives (ICLBI) is the international
environxnental agency for local governments which seeks to build and serve a worldwide movement of local
governments to achieve tangible improvements in global environmental and sustainable development conditions
through cuxnulative local actions; and
9 WHEREAS, the City of Saint Paul is a founding member of both the International Council for Local
10 Environmental Initiatives and ICLEPs Cities for Climate Protection Campaign; and
11 WHEREAS, the City of Saint Paul has been recognized as a leader in protecting our region's environment
12 especiaily in the areas of recycling, energy efficiency, and developing local responses to climate change; and
13 WFIEREAS, ICLEI recently recognized the City of Saint Paul with an award for being one of only four U.S.
14 Cities to achieve the Cities for Climate Protection Campaign's five milestones: conducting emissions inventory
15 and forecasts, setting emissions reducrion targets, developing a Local Action Plan, implementing a Local Action
16 Plan, and monitoring and verifying emissions reductions; and
17 WHEREAS, the City of Saint Paul, in parinership with the City of Minneapolis, sponsored and organized "The
18 Heat is On-Minnesota," a conference on climate change for environmentally interested government agencies,
19 utilities and citizens, to stimulate dialogue and bring about local responses to climate change; and
20 WHEREAS, ICLEI is seeking a host for the North America Preparatory Conference which wiil take place in the
21 spring of 2001 as part of the Local Government review of the progress achieved over the last ten years since the
22 Rio de Janeiro Earth Sununit; and
23 WHEREAS, this meeting will bring together approximately 50-85 prominent local govemment leaders,
24 govemment mnusters, association representatives, technical experts and other high-profile figures while
25 showcasing innovative North American experience and expertise in environmentai policy; and
26 WI3EREAS, hosting ICLEPs North America Preparatory Conference will provide the City of 5aint Paul with an
27 opportunity to showcase iYs environxnental accomplishments, such as an award-winning recycling program, city
28 building retrofits, the new Science Museum of Minnesota building and other "green" buildings in the City, and
29 District Energy's efforts to construct a wood burniug, bio-mass, co-generation plant to produce steam for
30 dishict heating and 25 megawatts of electriciry; and
31 WHEREAS, the City of Saint Paul is the ideal convenrion destination for mid-size meetings, offering easy
32 access nationwide and a wide array of hotel options, shopping, dining and attractions and other entertaimnent
opporiuniries including the Mall of America and numerous attractions in the City of Mimieapolis; now, 0 0� l l S 3
therefore be it
3 RESOLVED, that the City of Saint Paul, in partnership with City of Minneapolis, officially invites ICLEI to
4 hold the North American Preparatory Conference in the City of Saint Paul; and be it fitrther
RESOLVED, that the Saint Paul City Council requests the Office ofFinancial Services to idenfify $10,000 in
City funds which can be used to cover the meeting's organizarional and logistical costs; and be it furtver
7 RESOLVED, that the Saint Paul City Council duects Council Research to undertake, in parinership with
8 appropriate staff from the City of Miuueapolis, efforts to identify private and corporate donors who would
9 conhibute funds to this effort.
