WHEREAS, the Director of the Department of Human Rights has
received a charge asking him �to investigate whether there are
reasonable grounds to believe that the Saint Paul Personnel De-
partment and the St. Paul Police Department have violated the
Saint Paul Human Rights Ordinance relative to the denial of certain
applicants for positions with the Saint Paul Police Department; and
WHEREAS, the City Attorney, pursuant -to Chap�er 5 of the
City Charter, represents the Human Rights Deparrment, the Saint
Paul Personnel Department and the St. Paul Police Department on
a regular basis; and
WHEREAS, the Direc-tor of the Department of Human Rights has
been advised by the City Attorney that the City A-c-torney cannot,
because of a conflict of interest, represen�c both the Human �ights
Department and the Personnel and Poliqe Departments in these mat�ers;
and
WHEREAS, the Human Riqhts Director, having been advised that
the City Attorney is representing the Saint Paul Personnel Department
and the St. Paul Police Department, has requested that �he City
A-ttorney request the City Council to appoint R. Scott Davies,
A�torney a�t Law, at the rate of $45 . 00 an hour, to represent i.h�
Depatment of Human Rights in this matter, said fee to be charged
to �,ctivity Code 09073 ; and
WHEREAS, the City A-ttorney, pursuant to such reauest, has
requested the City Council to appoint the above a�torney at the
compensation specified; now, therefore, be it

RESOLVED, by the Saint Paul City Council, that the City of
Saint Paul, by its Human Rights Department, is authorized to retain
the services of R. Sco�t Davies, Attorney at Law, at the rate
of $45 .00 per hour for services rendered relative to the complaints
involving Alan Singleton v. St. Paul Personnel Department and
Alan Singleton v. St. Paul Police Departmento and be it
FURTHER RESOLVED, that the compensatian to be paid to R.
Scott Davies be charged to the City Attorney Outside Counsel Fund,
Code No. 09073 . -
