WHEREAS, the Director of the Department of E-Iuman Rights has
received a charge asking him to investiga�te whether there are
reasonable grounds to believe that the Saint Paul Personnel De-
partment and the St. Paul Police Departmen-� have viola�ed the
Saint Paul Human Rights Ordinance relative to tne denial of certain
applican-cs for positions with the Saint Paul Police Department; and
WHEREAS, the City Attorney, pursuant to Chapter 5 of the
City Charter, represen-ts the Human Rights Department, the Saint
Paul Personnel Department and the St. Paul Police Departmeni. on
a regular basis; and
WHEREAS, the Director of the Department of Human Rights has
been advised by the City Attorney that the Ci�ty A�torney cannot,
because of a conflict of interest, represen� both the Human �2ights
Department and the Personnel and Police Departments in these matters;
and
WHEREAS, the Human Righ-ts Director, having been advisec� �ha�t
the Ci'cy Attorney is representing the Saint Paul Personn�l ��;�artrnent
and tne St. Paul Police Department, has requested -cha� Lh� �`�t�
Attorney request 'the Ci-ty Council �o appoin-c R. Scot� Davi�s,
A-ttorney at Law, at the rate of $�45 . 00 an hour, to renrESen� the
Department of Human Rights in �this matter, said fee to b� charged
to Activity Code 09073o and
WHEREAS, the City Attorney, pursuant to such request, has
requested th� City Council to appoint the above attorney at the
compensation specified; now, therefa�, be it

RESOLVED, by the Saint Paul City Council, that the City of
Saint Paul, by its Human Rights Department, is au-thorized �to retain
the services of R. Scott Davies, Attorney at Law, at the rate
of $45 . 00 per hour for services rendered relative to the complaints
involving Denise Hossala v. St. Paul Personnel Department and
Denise Hossala v. St. Paul Police Department; and be it
FURTHER RESOLVED, that the compensation to be paid to R.
Scott Davies be charged to the City Attorney Ou�tside Counsel Fund,
Code No. 09073 .
