WHEREAS, The Council of the City of Saint Paul has reviewed the Charter
provisions as they apply to the Mayor's office, particularly that provision
which deals with the term of the Mayor; and
WHEREAS, It is the opinion of the Council that it would be in the best
interests of the City of Saint Paul to increase the term of the Mayor's position
from two years to four years; and
WHEREAS, Such an extended term would allow a Mayor to more easily implement
his plans and programs, as well as offer a greater sense of continuity in City
administration; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby recommend
that the Saint Paul Charter Commission#�e�wa�i� consider amending Chapter 2
of the Saint Paul Charter pursuant to the provisions of the ordinance attached
hereto and containing the suggested amendments, so as to permit the City Council
by ordinance enactment to adopt such Charter amendment; and, be it
FURTHER RESOLVED, That the Council of the City of Saint Paul requests said
Charter Commission, after its review and consideration of said Charter amendment,
to recommend said amendment to the City Council pursuant to Minnesota Statutes
§410.12, subd. 7; and, be it finally
FINALLY RESOLVED, That the City Clerk is directed to transmit a copy of
• this resolution, with the attached ordinance draft, to the Secretary of the
Saint Paul Charter Commission.

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1 .
Pursuant to Minnesota Statutes 410.12, subd. 7, and upon recommendation of
the Charter Commission of the City of Saint Paul , the Charter of the City of
Saint Paul is amended in Section 2.02 thereof so that the same shall read:
Section 2.02 Terms. The Mayor ap�-eaEb shall hold office for a
term of 4 years commencing on the first business day of January of
the year following his or her election, and until a successor is
elected and qualifies. Each council person shall hold office for
a term of two years commencing on the first business day of January
of the year following their election and until a successor is
elected and qualifies.
Section 2.
This ordinance shall become effective ninety days after its passage,
approval and publication, unless the effective date is delayed by the filing
of a petition pursuant to Minnesota Statutes §410.12, subd. 7.
