00-1144Council File # Q �� 1 14 � GmenShret# 70.3140 RESOLUTION OF SAINT PAUL, MINNESOTA Presented BY: Referted To: Committee: 7 2 WHEREAS, on April 2, 1997 the Ciiy Council esiablished a capital project to conduct preliminary design work for a climate-controlled pedestrian connection between the Saint Paul River Centre and ihe downtown skyway system; and 7 8 9 io ii 12 13 14 is is 17 W HEREAS, on December 22, 1997 the City Council reviewed drawings, design options and route altematives based on the preliminary design work, and selected a below grade (tunnel) route along Fourth Street; and W HEREAS, on December 22, 1997 the City Council also established an ini5al financing plan of $22 million for design and construction of a new pedestrian conneclion currently estimated at $10.0 million; and WHEREAS, on October 6, � 999 the City Council approved the total financing plan for the River Centre connection with a budget not to exceed $10,000,000; and W HEREAS, the City of Saint Paul would like a connection to be made fo the Saint Paul Public Libraries Central Library from the River Centre People Connection; and 7e W HEREAS; the current project design does not include a connecGon from the River Centre People Connection project to the ts Saint Paul Public Library Central Library; and zo zi W HEREAS, current cost estimates for this connection is $770,000; and , 2z 23 za zs zs 2] 28 2s 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 WHEREAS, the River Centre Authority has approved increased hourly parking rates of which $1.00 is proposed to be used to finance the cost of the connection to the skyway system until such time as it is determined that the funds are not needed; now therefore be it RESOLVED, That the Council of the City of Saint Paul does he�eby approve of the above-described improvement, and the proper Ciiy officers are hereby directed and authorized to proceed with negotiations and signing of an agreement to amend the Connecfion project to include a connection to the Saint Paul Public Libraries Central Library; and be it FURTHER RESOLVED, the cap on this entire project is hereby raised to $10,770,000; and be it FURTHER RESOLVED, that this authorization is for increasing the City obligation to pay for a connection from ihe River Centre People Connection to the Saint Paul Public Library Central Library for a cost not to exceed $770,000, and prior to commencing construction of this project, the City shall enter into any necessary agreements.
