WHEREAS, The City of Saint Paul is committed to the reduction of solid waste and the �
rel�iance of sanitary landfills, and
.
WHEREAS, The City of Saint Paul recognizes its responsibility to decrease our
dependence on land disposal of solid waste through support of recycling and other solid
waste management alternatives, and
WHEREAS, The City of Saint Paul has supported Recycling Unlimited for ten years by pro-
viding funds, the tem porary use of City land and buildings, the provision of grant
writing services and other forms of staff assistance, and
WHEREAS, Recycling Unlimited has been identified as one of the City's Homegrown Economy
Projects which is designed to develop a more diversified, self-reliant and interdependent
local economy by the reduction of the environmental costs associated with waste disposal ,
and
WHEREAS, Ramsey County is preparing an application for funding assistance from the
Minnesota Waste Management Board for the establishment of a County recycling facility
to be operated by Recycling Unlimited, and
WHEREAS, The City wishes to support the Ramsey County Recycling Program and specifically
the selection of Recycling Unlimited as the operator of the County Recycling Facility
which will provide curbside pick-up of recyclables for every residence in the City of
Saint Paul , and
WHEREAS, There is a funding shortfall of approximately $93,000 which is needed to
complete financing for the acquisition and improvement of a facility and to insure
positive cash flow during the first two years of operation of the facility by Recy�cling
Unlimited, a Minnesota Non-Profit Corporation, and

WHEREAS, the City of Saint Paul is willing to assist the County in alleviating the
funding shortfall so long as the County and the City share the costs on an equal
basis, now, therefore,
BE IT RESOLVED, that the Council of the City of Saint Paul does hereby support Ramsey
County's application to the Minnesota Waste Management Board for the establishment of
a curb-side recycling program to be operated by Recycling Unlimited for both Ramsey
County and the City of Saint Paul , and be it,
FURTHER RESOLVED, That the City's application to the Minnesota Waste Management Board
for funding in support of a City of Saint Paul recycling pro�ram, approved by the
City Council on September 29, 1983, Council File #280947, is hereby withdrawn, and be it
FURTHER RESOLVED, That the City Council reaffirms its financial commitment of up to
$150,000 in municipally-generated support as indicated in said Council Resolution
280947, and be it
FURTHER RESOLVED, that upon the recommendation of the Mayor, pursuant to Section 10.07.4
of the City Charter, the City Council adopts the following changes to the 1984 Budget.

AND BE IT FINALLY RESOLVED, That the funds herein allocated are intended to be used
only if Recycling Unlimited as the operator of the County's recycling facility is
unable to meet their financial obligations through any other means during the first
18 months of operation of the Ramsey County facili�y; said funds will be proyided
only if expenditures are consistent with the projections identified by Recycling
Unlimited in Ramsey County's application to the Minnesota Waste Management Board
for Funding assistance, and only if Ramsey County agrees to share equally any
proceeds received with the City for its contribution herein (up to a maximum of
$46,500) from any liquidation of buildings or equipment that may occur if the
recycling program fails to.maintain financial viability.

� WHEREAS, Pursuant to Minnesota Statutes, § 462.357 and § 64.210 of the
� Legislative Code, Mark L. Goodell duly petitioned to rezane Lot 7, Block 9,
� Clark's Addition to the City of St. Paul , located at 1284 West Seventh S�reet,
� from RM-2 to B-2C for the purpose of operating an outpatient veterinary clinic the
� petition having been certified by the Planning Division on Nove�flber 19, 1984, as
�y having been consented to by at least 67� of the owners of the area of the property
to be rezoned, and further having been consented to by at least two-thirds of the
owners of the property situated within 100' feet of the total contiguous property
within one year preceding the date of the petition; and
�1HEREAS, The Zoning Committee on December 6, 1984, conducted a public hearing
for the purpose of considering the rezoning petition, and pursuant to Section
107.03 of the Administrative Code, submitted its recommendation to the Planning
Commission that the petition be granted; and
t�HEREAS, The Planning Commission considered the rezoning petition at its
meeting held on December 7, 1984, and recommended that the City Council approve
the petition; and
WHEREAS, Notice of a public hearing before the C�ty Council on the said
rezoning petition was duly published in the officia1 newspaper of the City on
f�ovember 24, 1984, and notices were duly mailed to each owner of affected property
and property situated wholly or partly within 350 feet of the property sought to
be rezoned; and
WHEREAS, A public hearing before the City Council , having been conducted on
December 18, 1984, where all interested persons were heard, and the Couneil having
considered all the facts and recommendations concerning the petition ; now,

Over the past ..few months you have raised several important
pub�ic policy issues regarding recycling in Ramsey County.
In fact, your re•cent letter to Ms. Colleen Halpine of the
Ramsey County Public Health Department criticizing Ramsey
� County.' s ,request for proposals for a recycling facility
operator warrants a: thoughtful and cogent response.
The public purpose served by the, support of recycling is
the reduction of solid waste and escalating costs associated_
with sanitary landfills. Solid waste , is in fact , a widely
recognized public policy issue with a long history of debate
and activity.
In general, the promotion of recycling has been a "hard sell"
activity for a long time . In order to generate recycling we
have had to rely on people ' s sense of duty and environmental
concern to generate a source of recyclable materials. Only
recently have the economics of aluminum redemption created
sufficient incentive to stimulate recycling efforts on the
part of for-profit or.ganizations such as yours. The monetary
incentive is still not strong enaugh to stimulate wide spread
recycling fQr additional commodities such as newspaper, glass
and other metals. As you know, Recycling Unlimited was the
only bidder to submit a proposal in response to Ramsey County' s
RFP. The most compelling aspect of the Recycling Unlimited
proposal is their plan for curb-side pick-up of a wide range
of recyclable commodities from every residence in Ramsey County.
The current leve 1 of processing capacity is not a major factor
for concern; the generation of suffic �ent amounts of recyclables
is the critical issue and the reason for Ramsey County' s estab-
lishment of a facility. I feel -that the County RFP with its
strong requirernents for curb-side pick-up has an excellent chance
to .become self-sufficient within the next two to three years.

But for curb-side pick-up to be self-supporting, some commodity
processing will have to be done . I do not feel that curb-side
pick-up can be separated from processing since minimal processing
adds significantly to the value of the materials collected.
Therefore, I agree with your observations that waste assurance
is the critical aspect in the financial feasibility for the
project. As you have indicated, "any recycler will want to
maintain maximum control (over materials) so he or she obtains
the highe st possible prices for materials collected. " As a
result your progosal .for the establishment of a cooperative or
joint processing center is probiematic since those involved
in collection would be reluctant to turn over their commodities
� � to someone else � for proc�ssing because it would reduce the
amourit of money they could receive. The key to effective re-
� cycling and the reduction of solid waste is convenience. That
is.,. convenience for the individual who wants to recycle. The
monetary incentives are not great enough for recycling to be a
self-generating grocess. Curb-side pick-up is the most promising
means to cre ating the convenience necessary to produce large-
. scale participation in recycling.
I do not see MSD Recycle and Recycling Unlimited as direct
comp�titors since on1� 10$ of the materials processed at your
_ facility come from Ramsey County. This does not mean that
we are not interested in your expansion needs and plans. We
are anxious to work with you to keep MSD in the city. As you
may know, there is a wide range of business assistance programs
and financing options available through the City to profit-
making organizations. In order to avail yourself of all the
expertise of the City, I urge you to contact Mr . A1 Emory,
the Deguty Director of Business Revitalizatican at 292-1577 .
For the reasons stated above , I intend to support the Ramsey
County selection process for a county recycling facility. As
you know� last September I recommended City Council approval
of the filing of an application to the Minnesota Waste Management
Board in support of Recycling Unlimited. . That resolution, unan-
, imously passed by the City Council, also contained an authoriza-
tion to expend up to $150 ,000 in "municipally-generated support"
for Recycling Unlimited. Accordingly, I intend to recommend
that the County select Recycling Unlimited as the operator,
because I am convinced that Recycling Unlimited will generate
the maximum amount of recyclable tonage from Ramsey County,
more than any other operator including MSD Recycle .
In the past you have indicate d to staff that you would like to
discuss the whole issue with representatives from the City,
County and other recyclers. I am open to meeting with you
and/or any other interested parties gn t�s matter in order

to expand, while at the same time providing support for �urb-
side recycling through the e stablishment of the Ramsey County
facility and the selection of Recycling Unlimited as the
