My fiance and I recently borrowed a second car from my mother, and that car was parked on Charles Ave due to limited parking passes available for the parking lot at our apartment complex. Because we had never owned a second car that couldn't be parked in our lot, we were not aware of the parking restrictions surrounding Snow Emergencies on Charles Ave. In order to find out whether Charles Ave was a Night Plow Route or a Day Plow Route, I searched online through the City of St. Paul website. The only map I could find was listed under this heading: PLEASE NOTE: A number of north-south streets located in the north central section of the city which were previously designated as Day Plow Routes have now been designated as Night Plow Routes. More info and map here. This map only showed streets from Hamline Ave. eastward. We live between Carleton and Hampton. For this reason, I called the hotline number listed and spoke with a woman named Kathy at 8:40pm — 6n fiaESday,Ja►�uary 14th. I explained my si�ua�i�r�, and that I wou4d like to do�ble c�aeck ta�ee if my --_ car was okay to remain where it was, or if I would need to have it moved. I told her I was parked on Charles Ave between Carleton St. and Hampton Ave. She said to me, "That is an East-West Street. East-West Streets are Day Plow Routes. You are safe to remain parking there until 8am tomorrow morning." I thanked her for the information and stopped worrying about it. At 7:40am the following morning (Wednesday), I received a phone call from my fiance as he had just left to walk out to leave for work. The car had been towed. I was extremely surprised and upset by this news, because I had called the previous night and was told by an employee answering the Snow Emergency Hotline that the car could remain parked on Charles Ave. until 8am. I called the city, and spoke with a woman at 7:45am on Wednesday (I believe her name was Sarah). She asked me for my address and I told her where the car had been parked. She told me that section of Charles Ave was a Night Plow Route and that my car had been impounded at the Cathlin St. lot. I explained that I had called the previous night and spoken with Kathy who assured me that the street was an East-West, and thus a Day Plow Route. The woman again said that some of Charles Ave was a Night Plow Route and that I should not pay my ticket when I pick up my car, and instead contest it. She gave me the phone number for the Cathlin St. lot and told me to call for information about picking up my car. After work that day (Wednesday), I tried to call�the number I was given that morning. The number did not allow me to talk to a live person, and instead just gave me information about hours/locations/etc. of snow emergency route impound lots. Because I wasn't able to talk to a live person, I called the main Snow Emergency Hotline again. I happened to speak again with Kathy. I told Kathy that I had spoken with her the night before (unsure if she remembered since I am sure she fields a lot of phone calls). I told her my situation and she said that the city must have towed me in the morning right before 8am, because�Charles is an East-West Street and they are a Day Plow Route". I told her that was not the information I received when I called and spoke with someone earlier that morning. Again, Kathy insisted that all East-West streets are Day Plow Routes ("Charles, Sherburne, Edmund, atl of them,"she said) and that the city must have just towed me earlier than 8am and "they aren't supposed to start plowing until 8am". I asked her for an employee number or her last name so I could reference our conversations moving forward, but she refused to share that information with me. She said she was the only Kathy who worked there, so she would be identifiable if I referenc�d her by first name in the future. She suggested that I call 651-266-9800 and ask to speak with Henry during business hours on Thursday to follow up on my situation. Claim Form—Supplemental Information Sarah Krentz January 21, 2014 That evening (1/15/14), I went to the Cathlin St. lot and paid $219.50 to have the car released. On 1/16/14 at 11:30am I received a voicemail from Henry Ung, Ticketing &Towing Coordinator with Snow Emergency in St. Paul. He left me a voicemail regarding my situation and requested that I call him back. I called during my lunch hour and ended up speaking with him around 1pm. I explained my situation, and my frustration with receiving inaccurate information from the hotline that cost me $219.50. He said that he would need to look up the ticket citation number (which I did not have with me at work) but I explained the rest of the situation and he said that I should file a complaint with Kathy's department supervisor because she should be sure to check a map before giving out information that might prove to be inaccurate. I called and spoke with Henry again on Friday, ]anuary 17th. I gave him the citation number, and provided him with the other pertinent information on the ticket. He indicated that he would reverse the ticket, but in order to do so, I should first file a formal complaint with the citizen's service office regarding my interaction with Kathy, and once he received that complaint, he could dismiss my ticket. He emailed me the link to this form, and I am completing it per his suggestion. I followed up with placing a verbal complaint with the city regarding the inaccurate information I received from Kathy on two separate occasions. I was told by the employee I spoke with that my complaint was being recorded and could be referenced should there be any additional inquiry into my request for reimbursement. I feel frustrated that I was given false information from the City Snow Emergency Hotline, not only once, but then again after I was towed. Kathy provided false information to me twice, and I am concerned that I am not the only one who mighb have been affected by her inaccurate information. This is a very expensive mistake to make, and I'feel as though the city should not penalize me based on false information I received from a city employee specifically assigned to assist with Snow Emergency topics. I appreciate your understanding in this matter. I honestly was confident that calling and speaking with a city employee at the Snow Emergency Hotline was a legitimate way to get accurate information about the parking restrictions. I have had very helpful interactions with Henry, who has told me that my ticket fee will be reversed.
