The Riverside Recreation Center should retaln at the site, with *he Schooi Board transferring ownership o` the property to the City. .y 2. ror a per;od ending December l, I983, the P,iverside Schcol Si*e Task Force should explore the possibility of lacating private, non- profit tenant to lease the building frnm thE City. ?. f *he Riverside School Site Task Force is unable ta secure a su*atle tenant by December , 1983, the building should e remoaed. :r, this case, the entire site would be devoted to park and apen . spae usage. ihe task force views these recommendations as a warkable compromise solutior. The task force is primarily concernpd that th2 site rpmain a park. It would also like to save the existing building if passible. The ask force would herefore like to see a community enter brnch located in the building or some other private, non-profit organization, compatible to the neighborhood and the site's current R-4 zoning. However, such reuse does not meet City plans; hence, there is no public purpose to be served by City involvement and the City would not u be able to help finance such a reuse. Any lease agreement would have to specify, therefore, that rehabilitation and maintenar,ce cf the building vrould be borne 'rel b t - - ter,ant ith nce from thP neiqhborhood The appraise val uQ of the bui 1 di ng i s ap{roximately = ; rehabi 1 i tati on costs have__ been estimated to be about S3C,Q00; th building' s annual maintenance ard operating expenses are estimated to heaF.roximately 40,000.
