Recitals 1.01. It has been proposed that the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (the "Authority"), expand its Seventh Place Redevelopment Project (the "Redevelopment Project"), and adopt the "Amendment to Redevelopment Plan Seventh Place Redevelopment Project Dated November 16, 1978, Amendment Dated December 6, 2000" (the "Amendment" to the "Redevelopment Plan", as amended the "amended Redevelopment Plan"), all pursuant to and in conformity with applicable law, including Minnesota Statutes, Sections 469.001 through 469.047. 1.02. The Council has investigated the facts relating to the Amendment. 1.03. The City has performed all actions required by law to be performed prior to its adoption and approval of the Amendment, including, but not limited to, a review of the written opinion on the Amendment of the City's Planning Commission, and the holding of a public hearing thereon following at least 10 but not more than 30 days' prior published notice thereof, as required by law. 1.04. Certain written reports (the "Reports") relating to the Amendment and to the acC.ivities contemplated therein have heretofore been prepared by staff and submitted to the Council and/or made a part of the City files and proceedings on the Amendment. The Reports include data, information andjor � izzos9o.z 1 O o _��39 substantiation constituting or relating to the bases for the findings and detierminations made in this Resolution. The Council hereby confirms, ratifies and adopts the Reports, which are hereby incorporated into and made fully a part of this resolution to the same extent as if set forth in full herein. Section 2. Findings for the APproval of the Amendment. 2.01. The Council hereby finds that the Redevelopment Project as amended is in the public interest and is a '�redevelopment project" within the meaning of Minnesota Statutes, Section 469.002, Subdivision 14. 2.02. The Council further finds that: (1) the land in the Redevelopment Project added by the Amendment would not be made available for redevelopment without the financial aid to be sought; the necessary redevelopment would be delayed and occur over a much extended period if the Redevelopment Project were not undertaken by the Authority; and (2) the amended Redevelopment Plan will afford maximum opportunity, consistent with the needs of the City as a whole, for the redevelopment of the Redevelopment Project Area by private enterprise; the Friends of the Saint Paul Public Library will participate in the redevelopment by paying costs of issuing the Authority's bonds and by guaranteeing the payment of certain rent by the City; and (3) the amended Redevelopment Plan conforms to the general plan for the development of the City as a whole. 2.03. The Council further finds that the Redevelopment Plan is intended to, and in the judgment of this Council its effect will be to, promote the public purposes and accomplish the objectives specified in the amended Redevelopment Plan. Section 3. Approval of the Amendment. 3.01. The Amendment, as presented to the Council on this date, including without limitation the statements of objectives contained therein, is hereby approved and adopted, and shall be placed on file in the office of the City Clerk. Recitals 1.01. It has been proposed that the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (the "Authority"), expand its Seventh Place Redevelopment Project (the "Redevelopment Project"), and adopt the "Amendment to Redevelopment Plan Seventh Place Redevelopment Project Dated November 16, 1978, Amendment Dated December 6, 2000" (the "Amendment" to the "Redevelopment Plan", as amended the "amended Redevelopment Plan"), all pursuant to and in conformity with applicable law, including Minnesota Statutes, Sections 469.001 through 469.047. 1.02. The Council has investigated the facts relating to the Amendment. 1.03. The City has performed all actions required by law to be performed prior to its adoption and approval of the Amendment, including, but not limited to, a review of the written opinion on the Amendment of the City's Planning Commission, and the holding of a public hearing thereon following at least 10 but not more than 30 days' prior published notice thereof, as required by law. 1.04. Certain written reports (the "Reports") relating to the Amendment and to the acC.ivities contemplated therein have heretofore been prepared by staff and submitted to the Council and/or made a part of the City files and proceedings on the Amendment. The Reports include data, information andjor � izzos9o.z 1 O o _��39 substantiation constituting or relating to the bases for the findings and detierminations made in this Resolution. The Council hereby confirms, ratifies and adopts the Reports, which are hereby incorporated into and made fully a part of this resolution to the same extent as if set forth in full herein. Section 2. Findings for the APproval of the Amendment. 2.01. The Council hereby finds that the Redevelopment Project as amended is in the public interest and is a '�redevelopment project" within the meaning of Minnesota Statutes, Section 469.002, Subdivision 14. 2.02. The Council further finds that: (1) the land in the Redevelopment Project added by the Amendment would not be made available for redevelopment without the financial aid to be sought; the necessary redevelopment would be delayed and occur over a much extended period if the Redevelopment Project were not undertaken by the Authority; and (2) the amended Redevelopment Plan will afford maximum opportunity, consistent with the needs of the City as a whole, for the redevelopment of the Redevelopment Project Area by private enterprise; the Friends of the Saint Paul Public Library will participate in the redevelopment by paying costs of issuing the Authority's bonds and by guaranteeing the payment of certain rent by the City; and (3) the amended Redevelopment Plan conforms to the general plan for the development of the City as a whole. 2.03. The Council further finds that the Redevelopment Plan is intended to, and in the judgment of this Council its effect will be to, promote the public purposes and accomplish the objectives specified in the amended Redevelopment Plan. Section 3. Approval of the Amendment. 3.01. The Amendment, as presented to the Council on this date, including without limitation the statements of objectives contained therein, is hereby approved and adopted, and shall be placed on file in the office of the City Clerk.
