Philip Snyder, O��ner SUBJECT: Requested a variance of St. Paul Legislative Code regarding insufficient natural light in Apartment No. 3, as the installation of expensive new crank out windows to meet code has resulted in minor loss of illumination. PROCEEDINGS: Mr. Snyder explained he is seeking a variance on windows which he had recently installed to meet code (crank-out type) . . As a result of installing this type of window he has lost minor illumination in one window in the apartment. Alice Bijjani felt there is no real objection to granting the variance, but pointed out there are many apartments on Grand Avenue with this particular type of window and the board could have more requests of this kind. Abstentions 0 � -------------------------- . 3-84-H 750 Blair Avenue Douglas King APPEARANCE: Douglas King SUBJECT: � Request that he be allowed to give the first floor tenant a key only to the front door and not the rear door for security reasons only. . PROCEEDINGS: Mr. King said he is requesting permission to allow only a front door key to the tenant as the rear door exits into the stair- well and then outside. If tenant has a key to tYie rear door exiting into the stairwell, then tenant should also have a key to the outside door. This would give the person access to all three floors and the enclosed stairwells and apartments. First floor tenant' has full access to exit the kitchen door at any emergency time but he would like to , restrict their entry into the rear door for security reasons. Alice Bijjani suggested installing a deadbolt lock which can be �opened by a turn key on the inside but not with a key from the outside. The requirement for a key from the outside is not as important as the turn � key trom the inside, she felt. Code does require a key, but feels a variance could be granted without much problem. Lindeke SUBJECT: Request a variance of code, Section 34 .12, pertaining to electrical service and variance of Section 34 .13 pertaining to access � from one sleeping room to another. PROCEEDINGS: Alice Bijjani explained the electrical service is 30 Amp. 230 volts which is completely inadequate for 4 dwelling units or 3 dwelling units. It does not meet the St. Paul Code and presents a �� potential� if �not in�mediate hazard, to the occupants. Harold Knutson, electrical contractor on the board, stated 30 amp. service is not enough for three apartments -- it causes double fusing which could be a dangerous condition which deteriorates the wiring and could cause fire. Mr. Lindeke stated they have had no electrical problems and new wiring would cost about $3,000 causing a financial hardship. Ron Glassman explained to Mr. Lindeke that although he has corrected most of the items in the violation report, this is a safety item and � a fire could happen endangering the tenants. t BOARD ACTION: Glen Gausman moved that the variance be denied and the electrical work be done, but granted a 30 day extension of time from the February 17 , 1984 date to complete the work. Harold Knutson seconded the motion. THE VOTE: Ayes 5 Nays 0 Abstentions - FURTHER PROCEEDINGS: Chairman Glassman opened discussion on the sleeping room access item. Alice Bijjani felt the situation could be resolved quite easily on the two third floor sleeping rooms simply by putting a wall with a door in the L shaped area. Mr. Lindeke felt this would shorten the room and make it less aesthetic in design. He has had the building for thirty years and'�there has been ' no p.roblem with the tenants..- � � Alice .Bijjani e�plained there . is no grandfather clause in the � _ _ _ �housing code and the bedroom access was cited iri the original report in� 1981 and he was granted extra time to do it_ It is practical to � � correct this and it is feasible, Alice felt. : Mr. Lindeke explained it would cut off light and having two doors in the "alcove" would be hazardous. It would also make the bedrooms snaller � Mr. Sawyer was excused from the rest of the meeting at this time. PROCEEDINGS: Mr Lindeke explained that his tenant has a retarded daughter (about 30 yrs. old) who has a cot in the room off the livingroom. He does not rent it as a bedroom as such, but if the tenant chooses to use it, he feels he cannot control this. Mr. Lindeke further stated there is an 8 ' archway between the two rooms � with two large windows in the living room to give sufficient light. Alice Bijjani stated if the apartment is basically rented to two people, there would be no problem with the variance.
