WHEREAS, the Division of Parks and Recreation desires to issue a request for proposals
for a vendor to provide software to allow Intemet access to booking tee-times for golf and to
book rimes via the vendor's centralized call center; and

5 WI3EREA5, Saint Paul Administrarive Code §85.04(b) requires that managed
6 competirion requests for proposals be submitted to the Compete Saint Paul Board for review and
7 recommendation before a request for proposal is sent to private parties for response, but the
8 Board currently is not active; and

10 WHEREAS, Section 85.13(a) permits the Council by resolution to waive one or more of
. 11 the requirements of the Chapter; and

WHEREAS, the Council finds that the purposes of §85 wouid not be frustrated by a
waiver of the requirement of Boazd review of requests for proposals in this instance; now,
therefore, be it
RESOLVED, that the requirement of Saint Paul Administrative Code §85.04(b) that a11
managed competition requests for proposals be submitted to the Compete Saint Paul Board for
review and recommendation prior to such RFP being sent to private parties shall be waived, as
shall the requirements of §85.06 and §85.07 relaring to performance plans, and the Division of
Pazks and Recreation is authorized to issue an RFP for software and services to permit Internet
access to booking tee-times as well as centralized telephone reservation capabilities.
