WHEREAS, Standard Oil Company and the estate of Paul R. Schanno have
submitted the attached proposed final plat for City Council approval ; and
WHEREAS, the appropriate City departments have reviewed the proposed plat;
and
WHEREAS, the proposed final plat has been found to meet the requirements
of Section 67 of the Zoning Code;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves
this plat to be described as Schanno Estate Addition.

RESOLUTION APPROVING PROJECT PLANS AND
GRANTING PARTIAL TAX EXEMPTION FOR
JACKSON TOWER AND SIBLEY TOWER HOUSING
PROJECTS, GALTIER PLAZA (BLOCK 40) ,
SEVENTH PLACE REDEVELOPMENT AREA
�JHEREAS, Jackson Apartments Redevelopment Company Limited Part-
nership and Sibley Apartments Redevelopment Compan;� Limited Partner-
ship, lirnited uartnerships formed for the purpose of qualifying as
redevelopment companies under the Municipal Housing and Redevelopment
Act (the Act) Section 462. 591 of Minnesota Statutes , have submitted
to the Housing and Redevelopment Authority of the City of Saint Paul,
Minnesota (HRA) Project Plans and Plans For Tax Exemption for con-
struction and partial tax exemption of two towers containing 347
units of multifamily rental housing and appurtenant non-residential
space, including parking space in Galtier Plaza held or used in
connection with said housing, (Jackson Tower Project and Sibley
Tower Project) located in air rights parcels described in Exhibit "A"
attached to said Plans For Tax Exemption and hereafter referred to
as the "Jackson Tower Property" and the "Sibley Tower Property" ; and
WHEREAS , the Jackson Tower Property and Sibley Tower Property
lie within Block 40 (bounded by Fifth, Sixth, Jackson and Sibley
Streets) Seventh Place Redevelopment Project for which the City
Council has heretofor approved and there is now in effect, pursuant
to provision of the Act a Revised Redevelopment Plan providing for
public assistance to private development of Block 40 in mixed use
and varied ownership for parking, commercial , institutional and
housing redevelopment purposes with said housing development com-
ponent qualifying for treatment under the Act including Section
462.415 Subdivision 6 thereof; and

WHEREAS , under the Project Financing Plans the Jackson Tower
Project and Sible_y Tower Project will be financed by HRA issue
of housing revenue bonds in amount of $33 , 500, 000 pursuant to
the Municipal Housing Programs Act , Minnesota Statutes Chapter
462C and HRA Resolution Nos . 84-2/1-4 and 84-2/1-5 adopted
February 1 , 1984, �a'nich bonds will be purchased by The Chemical
Bank for investment or subsequent re-sale and secured by mortga�e
of the Jackson Tower Property and Sibley Tower Property insured
by the Federal Housing Administration (FHA) under Section 220 of
the National Housing Act of 1934, as amended, and the issuance
and marketing of these bonds and commitment for FHA mortgage
insurance are contingent u�on a grant of maximum partial tax
exemption on the Tower Properties as authorized under Section
462 . 651 Subdivision l ; and
WHEREAS , HRA has negotiated a Contract with each Limited
Partnership , providing that, in the event of the approval of the
State Commissioner o Energy, Planning and Development of the
Partnerships ' propose t-ts�s'�ions and debt security, the
approval by the City Council of the tax e�emption proposed and
in the event of the issuance, sale and purchase of the HRA housing
revenue bonds , �Che Partnerships would construct the Tower Projects
in accordance with the Project Plans and operate the same subject
to the redevelopment company provisions of the Act under the
supervision of said Commissioner and in accordance with the terms
of the Contract, which, among other things , restrict return on
equity to eight percent , provide for payments in lieu of exempted
taxes , control the application of other project income, make
provision for regulation of rents , recite the conditions which
would terminate the tax exemption and make provisions applying
in the event of such termination; and
WHEREAS , the Saint Pau1 Planning Commission by its Resolution
No . 8402 adopted January 27 , 1984 and HRA by its Resolution No .
84-2/1-3 adopted February l , 1984, have made findin�s with respect
to the conformity of the Project Plans with the St . Paul Comprehen-
sive Plan and Seventh Place Redevelopment Plan, the impact of

Tower Projects on the local environment , on local and City-wide
population densities and on existing cultural , recreation and
other public facilities and improvements , the necessity to
provide additional rental housing serving the Redevelopment Area,_
and the necessity of granting tax exemption on the Project
Properties and other financial assistance as proposed in the
Financing Plans ; and
WHEREAS , the City Council has conducted a public hearing
in the manner provided in the Act upon the Project Plans , the
Contracts , the Financing Plans and supporting documents and
approval resolutions and the projects development and public
assistance therein proposed, and upon the testimony and other
evidence considered and upon other relevant information within
the knowledge of the Council members , has concluded that the
undertaking of these developments and provision of tax exemptions
and other financial as so proposed is necessary in order that
this redevelopment may be accomplished in accordance with the
Redevelopment Plan, which redevelopment and housing provision
is for a public purpose and in furtherance of the welfare of
the community as a whole; now therefore ,
BE IT RESOLVED by the Council of the City of Saint Paul ,
as follows :
l . It is hereby found, determined and declared that :
(a) The preceding Whereas recitals are adopted as
findings by the City Council ;
(b) The Jackson Tower Property and the Sibley Tower
Property would not be made available for rental
housing redevelopment without the financial aid, -
including tax exemption, being sought ;
(c) The Project Plans and the Revised Redevelop=
ment Plan for the Seventh Place Redevelopment
Project Area, including Project Block 40, will

afford maximum opportunity, consistent with the sound
needs of the locality as a whole, for the redevelop-
ment of such areas by private enterprise;
(d) The Project Plans ancl redevelopment thereby pro-
posed conform to the Sair!t Paul Comprehensive Plan
and Seventh Place Redevel.opment Plan, and said
Project Plans , proposed Financing Plans , and proposed
redevel.opment company Contracts conform with the
provisions and purposes of the Municipal Housing
and Redevelopment Act ;
(e) No property is to be acquired for the Jackson
and Sibley Apartments Redevelopment Company Limited
Partnershipsby the HRA and no publicly held land or
facilities are to be sold to or exchanged with said
Partnerships except for exchange without additional
consideration of certain air rights property between
the Saint Paul Port Authority and the Partnerships
to adjust property boundaries ;
(f) The existing public improvements and facilities
are adequate to serve the rental housing and appur-
tenant redevelopment and said Partnerships will not
be required to dedicate land for provision of parks ,
streets , recreational or other public purposes nor
will these or other public facilities or improve-
ments be undertaken beyond those heretofore provided
in connection with the non-residential redevelopment
in Bl.ock 40;
(g) The accomplishment of the proposed housing rede-
velopment is necessary to make adequate provision of
rental housing in the Project and Redevelopment Pro-
ject areas which housing provision will alleviate the
shortage of adequate, suitable rental housing which
has been determined and is found to exist in said
areas ; and

(h) The accomplishment of the rental housing redevel-
opment and the provision of Project revenues adequate
to service the rental housing project loans and bonded
indebtedness necessitate the grant for a full twenty-
five years of the exemption from real estate taxes of
all of the assessed value of the housing redevelopment
property as exceeds the valuation of the B1ock 40
properties at the time of their respective acquisitions
by the HRA or by others under threat of condemnation
for redevelopment purposes .
2. The Project P1an for the Jackson Tower Project and the
Project Plan for the Sibley Tower Project and the rental housing
and appurtenant redevelopment thereby proposed are hereby approved
and the HRA. is authorized to enter into the redevelopment company
Contracts substantially in the form submitted subject to the appro-
val of the City Attorney and Commissioner of Energy, Planning and
Redevelopment .
3 . The property in Block 40 was acquired for redevelopment
purposes on different dates over an extended time period and is
being redeveloped for a variety of uses with only the rental
housing portion proposed for tax exernption. The City Assessment
and Valuations Engineer is directed, in cooperation with the
Valuations Division of the County Tax Department , to determine
the assessed valuations at the time of property acquisition and
to make pro-ration of such valuation amon� the redevelopment prop-
erty descriptions including the Jackson Tower and Sibley Tower
Properties on the basis of their respective floor areas and values
as redeveloped.
4. The City Council as governing body, acting under authority
of Section 462. 601 Subdivision 1 of the Act hereby grants exemption
from real property taxes all of the assessed valuation of the
Jackson Tower Property and the Sibley Tower Property as represents
an increase over the assessed valuation at time of redevelopment
acquisition assigned said Tower Properties as provided in paragraph
3 , above, for a term of twenty-five years commencing from the date
on which the benefi�Cs of such exemption first become available and
effective all in accordance with said statute and the Plans For Tax
Exemption.
