WHII2EAS, the City Council of Saint Paul desires less reliance on the regressive
property tax as a source of financing for the operation of the City, and
WHIItEAS, the experience of the last two years indicates that the State of
Minnesota has not maintained its co�renitment of adequately funding the Local Government
Aid Program and providing property tax relief, and
WHEREAS, the City Council is concerned that city services are primarily financed
by the resident taxpayer of the city, but are used by a much larger citizenry, naw
therefore be it

RESOLVED, that the City of Saint Paul request the State Legislature to
undertake a study to authorize a freeze on property taxes and allow the adoption
of a Metropolitan Gross Earnings Tax.

�iT�?Tt�i� R�OLVID, that s�;c� authorized "Individual Gross Earnings Tax" will be
intended:
l. to be applied only if approved by a majority vote of the
citizens of Saint Paul;
2. to be applied at a rate not to exceed one percent;
3. that although the maximLmn rate be one percent, unless
approved by a vote of the City Council, such tax shall be
applied at a rate of one quarter of one percent;
4. by the City Council to freeze the property tax levy for City
operation and maintenance;
5. to be deducted fram the gross earnings of each worker and

by the employer .
