RESOLVED, that the Civil Service Rules be amended in Section 3.K, by
inserting the title of Supervisor of Investigation--Human Rights Department in
Grade 14; and be it
FURTHER RESOLVID, that the Civil Service Rules be further amended in
Section 32 by insertiag, in proper alphabetical order, the attached class spec-
ification for Supervisor of Investigation--Human Rights Department.

DESCRIPTION OF WORK
General Statement of Duties: Performs skilled professional and supervisbry
work directing the investigation of human rights complaints; and performs
related duties as required. ,
Supervision Received: Works under the general supervision of the department
director.
SuPervision Exercised: Exercises general supervision over technical and
clerical enployees engaged in human rights investigations.
TYPICAL DUTIES PERFORMED
The listed examples may no� include all duties performed by all positions in
this class.
Directs and evaluates the staff assigned to the investigation of discrimination
coa�lains.
Receives complaints by telephone and in person; obtains information, determines
jurisdiction and reasonableness of grounds and accepts or rejects complaints
for investigation.
Assigns cases and reviews progress of investigations.
Advises investigators as to proper procedures, investigative methods, thorough-
ness of investigations and related procedures or problems.
Conducts seminars for investigators.
Handles difficulties with charging parties, respondents, witnesses and respon-
dents' attorneys as referred by investigators.
Reviews and analyzes final reports submitted by investigators and make written
analyses and recommendations to the director.
Handles pre-determination settlement of cases.
Calculates settlements on cases to be conciliated by the director.
Writes all letters beyond the scope of the responsibility of investigators
on their cases and all other correspondence pertai.ning to the investigative
division.
Conducts legal research on relevant court cases and keeps investigative staff
informed of decisions.
Directs the investigation of affirmative action complaints against City
departments and agencies.
Coordinates with the City ACCorney's office the department's activities
relating to cases in litigation.
Maintains records and prepares reports relating to progress of investigations.
Prepares public information pamphlets and reports.
Conducts studies on discrimination in employment, education, housing, public
accomodations, public services and related areas.
Meets with community groups upon request to explain the human rights laws and
ordinances and the investigative and litigation procedures.
Assists local organizations and groups in developing positive programs to
educate, inform and involve the organization and the general public in
the human rights movement.
