WHEREAS, Notice of a public hearing before the City Council
on the said rezoning petition was duly published in the official
newspaper of the City on December 17, 1983 and notices were duly

and parallel to the south line of said Block 15,
be and is hereby rezoned from RT-2 to RM-2.
Section 2 .
This ordinance shall take effect and be in force thirty (30)
days from and after its passage, approval and publication.

An Ordinance amending Chapter 60 of the
Saint Paul Legislative Code pertaining to
zoning for the City of Saint Paul and the
zoning maps thereof.
WHEREAS, Pursuant to Minnesota Statutes §462.357 and §64. 210
of the Legislative Code, the Housing and Redevelopment Authority
and Independent School District No. 625 duly petitioned to rezone
the N. 100 ' of the following: W. 1/2 of Lot 6, Lot 7, E. 1/2 of
Lot 8, Block 15, Holcombe' s Addn. ; also those parts of Lots 9, 10,
11, 12, W. 1/2 of Lot 8 and the E. 1/2 Lot 13, Block 15 , Holcombe' s
Addn. lying north of and parallel to the south line of said Block
15, located at 718 Portland Avenue, from RT-2 to RM-2, to permit
conversion of a vacant school to 10 housing units, the petition
having been certified by the Planning Division on November 25,
1983 as having been consented to by at least 67% of the owners
of the area of the property to be rezoned, and further having
been consented to by at least two-thirds of the owners of the
property situated within 100 feet of the total contiguous de-
scriptions of real estate held by the same owner or any party
purchasing any such contiguous property within one year preceding
the date of the petition; and
WEIEREAS, The current Zoning Committee on December 15, 1983
conducted a public hearing for the purpose of considering the
rezoning petition and pursuant to Section 107 . 03 of the Admini-
strative Code submitted its recommendation to the Planning Com-
mission that the petition be granted; and
WHEREAS, The Planning Commission considered the rezoning
petition at its meeting held on December 16, 1983 and recommended
that the City Council approve the petition; and

Dear Sir:
On December 15, 1983 the Zoning Committee of the Planning Commission held a
public hearing on this rezoning. A staff report with a recommendation for
approval was reviewed. There was no testiomony. At the close of the
public hearing, the Corr�nnittee voted 6 to 0 to recommend approval of the
rezoning.
On December 16, 1983 the Planning Comnission upheld the Zoning Committee's
recommendation on a vote of 17 to 0.
This rezoning is scheduled to be heard by the City Council on December 29,
1983. Please notify me by December 28 if any member of the City Council
wishes to have slides of the site presented at the public hearing.

4. On larger vacant sites the Comprehensive Plan recommends "medium density housing

5. The Housing Policy Plan recorr�nends affordable housing, including cooperatives .
6. The District 8 General District Plan recommends medium density residential for
the site.
